HomeMy WebLinkAbout2011-03-29; City Council; MinutesMINUTES SPECIAL MEETING: CITY COUNCIL WORKSHOP DATE: MARCH 29, 2011 TIME: 10:00 AM PLACE: CITY ADMINISTRATION BUILDING, ROOM 173B, 1635 FARADAY The Mayor called the meeting to order on March 29, 2011 at 10:00 a.m. All Council Members were present. REGIONAL REPORTS There were no regional reports. ALGA NORTE COMMUNITY PARK The following records were provided to Council for this Workshop Item (all items are on file in the Office of the City Clerk): • Questions for Council Workshop on 3-29-11, John Coates ACM. • Market, Financial and Operating Assessment for Alga Norte Community Park. Assistant City Manager John Coates presented the information on Alga Norte Community Park to Council. Mr. Coates discussed four options for the Park: Phase I, the Approved Master Plan, the Consultants' Recommended Plan and the YMCA proposal. Council Members Douglas and Packard questioned the proposal to sell alcoholic beverages at the Park. Both Council Members noted that several schools were near the Park. Greg Herman, Carlsbad polo and swim coach, spoke in favor of the designed pool. Aaron Byzak spoke in favor of an alcohol free park. He also recomrrfended natural turf on the ball fields. Scott Chasin discussed the City Budget and the pool. He spoke in favor of building the park now. Judy Strang of the North County Prevention Coalition asked the Council approve an alcohol free park. John Byron stated his concerns regarding any sale of alcohol at the park. Aimee Greenberg, resident of Bressi Ranch, expressed concerns regarding the location of the pool/park. She also stated that the park should be alcohol free. City Council Workshop March 29, 2011 Kimberley Thorner spoke in favor of a joint City and YMCA park project. Susan Might, member of the YMCA Board of Directors, discussed the advantages of daycare operating out of the park location. She also noted that 6,400 Carlsbad residents are serviced by the Encinitas YMCA and she would like to service this group in Carlsbad at the Alga Norte Community Park. Council Member Packard asked about timelines in the completion of the YMCA plan. Rob Mackle asked Council to build the pool as approved. Council Members concurred that alcohol should not be served at the park. In addition, Council directed staff to return at a workshop on April 26, 2011, with an analysis of beginning Phase I (option) with incorporation of scenarios such as expanded ball fields and a possible day care center and other amenities in future phases. A recess was called at 11:32 a.m. and the Mayor and all four Council Members resumed the workshop at 11:50 a.m. CITY SOLID WASTE FRANCHISE AGREEMENT Utilities Director Glenn Pruim and Senior Management Analyst Christine Ruess discussed the City's current and future needs regarding the management of solid waste. The following records were provided to Council for this Workshop Item (all items are on file in the Office of the City Clerk): • Solid Waste Collection Program and Contracting Options & Palomar Transfer Station Contracting Options. • Worksheet entitled "Solid Waste Collection Program. Director Pruim stated that the objective of this portion of the workshop was to receive direction on the current and future waste collection systems and services along with contract terms and service providers. In addition, he asked for direction on the use of the Palomar Transfer Station. Ms. Ruess described the various options for solid waste collection: status quo, best practices and enhanced services. Mr. Pruim also discussed the upcoming contract renewal/negotiations with Allied, contractor at the Palomar Transfer Station. Ken Ryan, District Manager of Waste Management, discussed the various options open to Carlsbad now and in the future. He suggested that while Carlsbad maintains the collection status quo best practices Pilot Program of 400 users could be established. Mr. Ryan noted that through this Pilot Program more information could be gathered about residential preferences for best practice collection. He also noted that Carlsbad users might try other methods of collection on a subscription basis. City Council Workshop March 29, 2011 Jim Ambrose, representing Allied Corporation, waste contractors at the Palomar Transfer Station, asked that the City, Allied and Waste Management meet to discuss their current and future business needs. Mayor Pro Tem Kulchin left the Workshop at 1:14 p.m. Council concurred that status quo was acceptable now but agreed to the Pilot program suggested by Mr. Ryan. Mayor Hall urged all three parties, Waste Management, Allied and the City to meet and discuss Carlsbad solid waste collection/processing. REVIEW AND DISCUSSION OF THE FISCAL YEAR 2010-2011 DEPARTMENT BUDGETS This item was continued to the Special Meeting Workshop scheduled for April 19, 2011.
