CALL TO ORDER: Mayor Hall called the meeting to order at 4:15 p.m.
ROLL CALL was taken by the Deputy City Clerk, as follows:
Present: Council Members Hall, Kulchin, Blackbum, Douglas and Packard.
Absent: None.
CLOSED SESSION:
Council adjoumed into Closed Session at 4:15 p.m. pursuant to the following:
1 GOVERNMENT CODE SECTION 54957.6.
To hold a closed session discuss employer-employee relations, salaries, salary schedules and
compensation in the forni of fringe benefits of its unrepresented employees and its represented
employees by CCEA and CPOA with designated staff as labor negotiators (Cynthia Haas, Deputy
City Manager, Julie Clark, Human Resources Director, Chuck McBride, Finance Director, Chem
Abbot Human Resources Manager, Debbie Porter, Senior Management Analyst, Rebecca Melillo,
Management Analyst, Cheryl Gerhardt, Human Resources Department and Steve Berliner, Liebert
Cassidy & Whitmore). If circumstances necessitate the absence of a specified designated
representative, an agent or designee may participate in place ofthe absent representative so long
as the name of the agent or designee is announced at an open session held prior to the closed
session.

That the City Council, by motion, authorize a closed session regarding pending litigation as
follows. ^^^^^^^ Energy Center LLC's Application for Certification (AFC Docket No. 07-AFC-6) to the
Califomia Energy Commission to develop a new thennal power plant at the existing Encina
Power Station in the City of Carlsbad.
The Council reconvened at 5:36 p.m. with five members present. Mayor Hall announced that Council directed
the City Attorney and staff on the matters.
ADJOURNMENT:
By proper motion, the Special Meeting of June 7, 2011 was adjourned at 5:37 p.m.
