MEETING OF : Opening of the Fall 2011 Citizens Academy
(Special Meeting)

IN ATTENDANCE:
Mayor Hall, Mayor Pro Tern Kulchin, Council Member Douglas, Council Member Blackburn and
Council Member Packard.
PUBLIC COMMENT ON AGENDA ITEMS: None.
City Manager Lisa Hildabrand welcomed the students to the Fall 2011 Citizens Academy. She
introduced the City Council to the class. Each Council Member gave opening comments and
expressed their support of the students for taking the time to attend the Academy.
Ms. Hildabrand introduced City Staff.
Participants introduced themselves.
Assistant City Attorney Jane Mobaldi gave a presentation regarding the role of the City Attorney
and the Brown Act.
Participants took a brief break at 7:10 p.m. and returned to the session at 7:20 p.m.
Ms. Hildabrand gave a presentation regarding the City of Carlsbad government overview.
Municipal Property Manager Joe Garuba gave a presentation regarding the power plant.
Communications Manager Kristina Ray gave a presentation regarding City communication.
Liz de Jonge thanked everyone for attending.
