JOINT MEETING OF: THE CITY OF CARLSBAD CITY COUNCIL AND
HOUSING AND REDEVELOPMENT COMMISSION

CALL TO ORDER: Mayor/Chair Hall called the Joint Special Meeting to order at 8:29 p.m,
ROLL CALL was taken by the City Clerk/Secretary as follows:
Present: Council/Commission Members Hall, Kulchin, Blackburn, Douglas and Packard,
Absent: None,
APPROVAL OF MINUTES:
On a motion by Mayor Pro Tem/Vice Chair Kulchin, the Minutes of the following meeting were
unanimously approved as presented:

PUBLIC HEARING:
14. AB #20,751 - AGUA HEDIONDA SEWER LIFT STATION,
Associate Planner Pam Drew gave the staff report and presented the Power Point presentation,
on file in the office of the City Clerk,
Mayor/Chair Hall opened the duly noticed public hearing at 8:41 p,m,
Diane Nygaard, Carisbad, came forward to address Council/Commission regarding the Agua
Hedionda Watershed Plan and road access to the proposed sewer lift station,
Mayor/Chair Hall closed the public hearing at 8:44 p,m.
City Attorney Ron Ball titled the Ordinances,

ACTION: On a motion by Mayor Pro Tem Kulchin, the Council
introduced ORDINANCE NO. CS-167, amending the
Encina Power Station Precise Development Plan PDP 00-
02 to approve the Sewer Lift Station and associated piping
(SLS) proposed at the Encina Power Station (EPS), 4600
Carisbad Boulevard, in local facilities management zones 1
and 3 and generally north of Cannon Road, south of Agua
Hedionda Lagoon, east ofthe Pacific Ocean, and west of
Interstate 5,

introduced ORDINANCE NO. CS-168. adopting Specific
Plan Amendment 144(L) to incorporate amended Precise
Development Plan 00-02(C) for the Encina Power Station,
Sewer Lift Station and associated piping on property
located north of Cannon Road, south of Agua Hedionda
Lagoon, east of Carisbad Boulevard and west of Interstate
5 and in Local Facilities Management Zones 1 and 3,

adopted RESOLUTION NO. 2011-276. adopting the
Mitigated Negative Declaration (MND) and Mitigation
Monitoring and Reporting Program (MMRP) forthe
construction of the Sewer Lift Station (SLS) and associated
piping on the Encina Power Station (EPS) and adjacent
properties generally located north of Cannon Road, west of
Interstate 5 and within the boundaries ofthe South
Carisbad Coastal Redevelopment area and in Local
Facilities Management Zones 3 and 22,

adopted RESOLUTION NO. 2011-277, approving Hillside
Development Permit HDP 10-05 and Habitat Management
Plan Permit HMP 10-03 forthe construction ofthe Sewer
Lift Station (SLS) and associated piping on the Encina
Power Station (EPS) and adjacent properties generally
located north of Cannon Road, west of Interstate 5 and
within the boundaries ofthe South Carisbad Coastal
Redevelopment Area and in Local Facilities Management
Zones 3 and 22,

introduced RESOLUTION NO. 517. adopting the Mitigated

Redevelopment Area and in Local Facilities Management
