HomeMy WebLinkAbout2011-12-13; City Council; Minutes (2)MINUTES MEETING OF: CARLSBAD CITY COUNCIL (Special Meeting) DATE OF MEETING: December 13, 2011 TIME OF MEETING: 4:30 p.m. PLACE OF MEETING: City Hall Conference Room 3, 1200 Carisbad Village Drive, Carlsbad, California CALL TO ORDER: Mayor Hall called the meeting to order at 4:30 p.m, ROLL CALL was taken by the Deputy City Clerk, as follows: Present: Council Members Hall, Kulchin, Blackburn and Packard, Absent: Council Member Douglas. CLOSED SESSION: Council adjourned into Closed Session at 4:32 p.m. pursuant to the following: 1. GOVERNMENT CODE SECTION 54956.9. To hold a closed session to consider initiation of litigation against Lisa Sanchez regarding a loan for property located at: 6206 Liberty Place, Carlsbad, CA 92009 2. GOVERNMENT CODE SECTION 54956.9(b)(3)(C). To hold a closed session to discuss significant exposure to litigation as follows: Based on existing facts and circumstances regarding receipt of a workers compensation claim against the City of Carisbad pursuant to the Tort Claims Act and Government Code section 54956.9(b)(3)(C) which shall be available for public inspection pursuant to section 54957.5, 3. GOVERNMENT CODE SECTION 54957.6. To hold a closed session to discuss employer-employee relations, salaries, salary schedules and compensation in the form of fringe benefits of its employees represented by CPMA with designated staff as labor negotiators (Julie Clark, Human Resources Director, Cheryl Gerhardt, Human Resources Professional and Steve Beriiner, Liebert Cassidy & Whitmore, If circumstances necessitate the absence of a specified designated representative, an agent or designee may participate in place ofthe absent representative so long as the name ofthe agent or designee is announced at an open session held prior to the closed session. December 13, 2011 Carisbad City Council Special Meeting Page 2 RECONVENE: The Council reconvened at 5:42 p.m. with four members present. Mayor Hall made the following announcements - Item #1 - Council directed the City Attorney and staff on the matter. Item #2 - Council directed the City Attorney and staff on the matter. Item #3 - A final Memorandum of Understanding was reached between the City and the Cartsbad Police Management Association which has been signed by all parties. Copies are available to the City Clerk and all members of the public to report out this final action as required by the Brown Act. In view of this agreement, the impasse hearing scheduled as Item #15 on the City Council Regular Meeting Agenda this evening will not be necessary, ADJOURNMENT: By proper motion, the Special Meeting of December 13, 2011 was adjourned at 5:46 p.m. DONNA HERATY Deputy City Clerk
