MEETING OF: CARLSBAD CITY COUNCIL (Special Meeting)
DATE OF MEETING: May 22, 2012
TIME OF MEETING: 4:00 p.m.
PLACE OF MEETING: City Hall Conference Room 3, 1200 Carlsbad
Village Drive, Carlsbad, California
CALL TO ORDER: Mayor Hall called the meeting to order at 4:00 p.m.
ROLL CALL was taken by the Deputy City Clerk, as follows:
Present: Council Members Hall, Kulchin, Blackburn, Douglas and Packard.
Absent: None.
PUBLIC COMMENT ON AGENDA ITEM:
None.
CLOSED SESSION:
Council adjourned into Closed Session at 4:02 p.m. pursuant to the following:
1. GOVERNMENT CODE SECTION 54956.9(c). As successor to the former Housing
and Redevelopment Commission, to hold a closed session to consider initiation of
litigation against the County of San Diego and the State of California regarding ABX1
26.
2. GOVERNMENT CODE SECTION 54956.9(c). To hold a closed session to consider
initiation of litigation against the State of California.
3. GOVERNMENT CODE SECTION 54957.6. To hold a closed session to discuss
employer-employee relations, salaries, salary schedules and compensation in the
form of fringe benefits of its employees represented by CCEA with designated staff
as labor negotiators (Julie Clark, Human Resources Director). If circumstances
necessitate the absence of a specified designated representative, an agent or
designee may participate in place of the absent representative so long as the name
of the agent or designee is announced at an open session held prior to the closed
session.
4. GOVERNMENT CODE SECTION 54956.9(a). To hold a closed session regarding
pending litigation as follows:
P & D Consultants Inc. v. Citv of Carlsbad. Case No. GIN052850 / D054810

RECONVENE:
The Council reconvened at 5:41 p.m. with four members present. Mayor Hall announced that,
as to the first item, the City Council unanimously authorized the City Attorney to commence
proceedings against the County of San Diego and the State of California, if necessary to
preserve tax increment funds and to prevent their premature distribution to other taxing entities.
There was no final action on the remaining items. They will be reported at a future meeting
when final action is taken.
ADJOURNMENT:
By proper motion, the Special Meeting of May 22, 2012, was adjourned at 5:43 p.m.
