MEETING OF: CARLSBAD CITY COUNCIL as Successor to the
former Housing and Redevelopment Commission
(Special Meeting)
DATE OF MEETING: June 26, 2012
TIME OF MEETING: 5:00 p.m.
PLACE OF MEETING: City Hall Conference Room 3, 1200 Carlsbad
Village Drive, Carlsbad, California
CALL TO ORDER: Mayor Hall called the meeting to order at 5:00 p.m.
ROLL CALL was taken by the Deputy City Clerk, as follows:
Present: Council Members Hall, Kulchin, Blackburn, Douglas and Packard.
Absent: None.
PUBLIC COMMENT ON AGENDA ITEM: None.
CLOSED SESSION:
Council adjourned into Closed Session at 5:02 p.m. pursuant to the following:
1. GOVERNMENT CODE SECTION 54956.9(a). To hold a closed session regarding
pending litigation as follows:
Carisbad Energy Center LLC's Application for Certification (AFC Docket No. 07-
AFC-6) to the California Energy Commission to develop a new thermal power
plant at the existing Encina Power Station in the City of Carisbad.
2. GOVERNMENT CODE SECTION 54956.9(a). To hold a closed session regarding
pending litigation as follows:
Application No. 11-05-023 of San Diego Gas & Electric Company (U902E) for
Authority to Enter into Purchase Power Tolling Agreements with Escondido
Energy Center, Pio Pico Energy Center and Quail Brush Power.
RECONVENE:
The Council reconvened at 5:45 p.m. with all members present. Mayor Hall announced that the
Council heard and considered the information and directed the City Attorney and staff in what it
believes to be in the best interests of the citizens of Carisbad. No final action was taken and it
will be reported out at a future meeting when final action is taken.
ADJOURNMENT:
By proper motion, the Special Meeting of June 26, 2012, was adjourned at 5:47 p.m.
