Ms. Haas, while reviewing the options fbr Council to consider, suggested that those efficiencies that require fee and revenue changes be evaluated during the nonnal budget process for the next fiscal year. She added that those items pertaining wages, benefits, hours and other items that fall under the meet and confer process, be continued until official negotiations begin with the Carisbad City Employees Association this fall. In response to an inquiry from Council Member Packard regarding paid-time off for city employees, Mr. Fulla explained that according to other government agencies, Carisbad employees average 43 plus paid-time off days per year while the other agencies provide 38 paid-time off days per year to their employees.
