MEETING OF: Opening of the Fall 2012 Citizens' Academy
(Special Meeting)

PLACE OF MEETING: City Council Chamber, 1200 Carlsbad Village
Drive, Carlsbad, California
IN ATTENDANCE:
Mayor Hall, Mayor Pro Tem Kulchin, Council Members Blackburn, Douglas and
Packard.
PUBLIC COMMENT ON AGENDA ITEMS: None.
City Manager Lisa Hildabrand welcomed the students to the Fall 2012 Citizens'
Academy. She introduced the City Council to the class. Each Council Member gave
opening comments and expressed their support of the students for taking the time to
attend the Academy.
Ms. Hildabrand provided an overview of the Citizens' Academy program.
Participants introduced themselves.
Communications Manager Kristina Ray provided an overview of City communications.
Participants took a brief break at 7:08 p.m. and returned to the session at 7:20 p.m.
Ms. Hildabrand gave a presentation regarding the City of Carlsbad's government
structure.
City Attorney Ron Ball briefly addressed attendees on the role of the City Attorney and
legal foundations of government.
ADJOURNMENT:
The Special Meeting of September 13, 2012 was adjourned at 8:05 p.m.
