HomeMy WebLinkAbout2012-09-18; City Council; MinutesMINUTES SPECIAL MEETING: CITY COUNCIL WORKSHOP DATE: SEPTEMBER 18, 2012 TIME: 11:00 AM PLACE: CITY ADMINISTRATION BUILDING, ROOM 173A, 1635 FARADAY The Mayor Hall called the meeting to order on September 18, 2012 at 11:00 a.m. Present: Council Members Kulchin, Packard, Blackburn and Douglas. REGIONAL REPORTS Council Member Douglas reported that she will tour Lake Hodges and San Vincente Dam. Item: Staff Technology Proiects. The following documents were distributed for this item and are on file in the Office of the City Clerk: • New and Emerging Technology for Cities. Power Point presentation, September 18, 2012. Greg Hermann, Management Analyst and Maria Callandar, Public Safety IT Manager gave the update on City Technology to Council. Mr. Hermann discussed the use of technology, specifically the concepts and use of clouds, mobility, social, data, self-service, and crowdsourcing. Ms. Callander discussed the use of the Faro 3D Laser in analysis of crime scenes. She also gave the Council analysis of Automated License Plate Recognition and tablets used by the officers. The Mayor called for a short recess at 12:25 p.m. and the Mayor and Council returned at 12:30 p.m. Item: Overview of ''Fostering the Next Generation of Leaders" goals. The following documents were distributed for this item and are on file in the Office of the City Clerk/Secretary: • Draft goals re: JA Success Skills (High School Students); Citizen Leadership Development; Boards, Commissions and Committees. Special Meeting Workshop, September 18, 2012 Assistant City Manager John Coates and Director of Neighborhood Services Debbie Fountain presented these draft goals to the Council. Council stated that they agreed with the JA Success Skills goal but would need more information to direct staff regarding the Boards and Commissions goals and the Citizen Leadership Development Goal. High school students will: • Identify the variety of employment possibilities available at the city level of government • Explore city careers which would match their abilities and interests JA Success Skills Curriculum Seven Sessions total. The City Is proposing to add Carlsbad-specific activities to highlight the career and public service opportunities in local government to 4 of the sessions. Session 1: It's My Life. Introduction to the 16 success skills. Identify personal work-readiness skills. Complete a personal skills assessment. Explore connections between their assessment and their dreams, values, goals and skills. Carlsbad specific activitv: Students will identify which City of Carlsbad jobs would be best suited to their values, skills, and interests by taking a multiple-choice quiz. Because these Gen Zers are "digital natives", the quiz will be posted on our website. After finding out their career "type", they can click on the At Your Service videos that relate to their type. (Recommended time: 10 min.) Session 2: Listen Up. Lesson designed to develop effective speaking and listening skills. Carlsbad specific activitv; None Session 3: Stay Connected. Lesson designed to help students recognize the need for teamwork and cooperation In the workplace. Carlsbad specific activitv; None Session 4: Think Win/Win. Lesson designed to teach students how to develop solutions to potential workplace conflicts. They consider win/win, win/lose and lose/lose responses to conflict. Carlsbad specific activity: Students will identify and evaluate win/ win situations in a real-life scenario from the City of Carlsbad by reading about afternoon problems In Holiday Park. After reading about the problems, they will be asked to consider: Who is the conflict between in this situation? Is there a point of agreement? Is there a point of disagreement? What would be a "win'' situation for the park-goers? What would be a "win" situation for the City of Carlsbad? Session 5: After considering these questions, they will read about how the various departments within the city worked together (skills from Session Three) to address this problem. (This optional activity would be best placed after the Creating Win/Win Solutions: Overview and before commencing Scenario One; Recommended time: 10 minutes.) Work Smart. Lesson designed help students practice their decision-making skills by solving common work place problems. Carlsbad specific activitv; None Session 6: Ttie Marketing Spin. Lesson designed for students to practice the success skill of reflection and evaluation. They Identify the connection between advertising a product and promoting themselves. Carlsbad specific activitv: Students will read Job descriptions of part-time positions available to teens in the City of Carlsbad. In the Student Workbook, page 29, they will create a personal resume to apply for the city position they feel best suits their goals, abilities, and interests. (Recommended as replacement to resume in "Presenting Yourself" assignment or as homework activity prior to final session: 20 minutes; expanded from the 10 minutes allowed.) Session 7: Its My Future. This is the final session where students participate in mock employment interviews. The students learn effective interviewing skills, and evaluate peers and provide feedback. Carlsbad specific activitv: Students will be given a handout listing different types of city Jobs and a personal sized copy of the Connections Poster with a blank outer ring. They will fit the city jobs into the appropriate skills section of the wheel on the outer ring and discuss their choices. (Recommended time: 10 minutes) To learn more about careers and opportunities for public service within the City of Carlsbad, we will ask the students at the end of the curriculum if they would be Interested in any of the following. If there Is interest in one of the potential new programs, we could move forward to development them further: • "Shadowing" a Council member or the Mayor for a day (potential new program). • Volunteering with the City in an area of interest for a day or more. • Summer Internship in a city department. • "Meet and Greet" with a Department Director or other city employees within a service area to learn more about what they do and why they decided to do it (potential new program). • Youth Leadership Council - Engage high school youth in generating and implementing visionary solutions to address youth concerns and issues in Carlsbad. Youths and mentors working together to develop individual initiatives and employ social entrepreneurship to address Carlsbad youth pressing needs (potential new program).
