MEETING OF: CARLSBAD CITY COUNCIL (Special Meeting)
DATE OF MEETING: October 16, 2012
TIME OF MEETING: Immediately following the adjournment of the Special Meeting
PLACE OF MEETING: Planning Library, Faraday Administration Building, 1635 Faraday
Avenue, Carlsbad, California
CALL TO ORDER: Mayor Hall called the meeting to order at 12:40 p.m.
ROLL CALL was taken by the Deputy City Clerk, as follows:
Present: Hall, Kulchin, Blackburn, Douglas, Packard.
Absent: None.
PUBLIC COMMENT ON AGENDA ITEM: None.
CLOSED SESSION:
Council adjourned into Closed Session at 12:42 p.m. pursuant to the following:
1. GOVERNMENT CODE SECTION 54957.6. To hold a closed session to discuss employer-
employee relations, salaries, salary schedules and compensation in the form of fringe benefits of
its unrepresented employees and employees represented by CCEA, CPMA, CPOA, CFA with
designated staff as labor negotiators (Cynthia Haas, Deputy City Manager, Julie Clark, Human
Resources Director, Debbie Porter, Senior Management Analyst and Steve Beriiner, Liebert
Cassidy & Whitmore). If circumstances necessitate the absence of a specified designated
representative, an agent or designee may participate in place of the absent representative so
long as the name ofthe agent or designee is announced at an open session held prior to the
closed session.
2. GOVERNMENT CODE SECTION 54957. To hold a closed session to discuss and consider the
evaluation of the City Manager.
3. GOVERNMENT CODE SECTION 54957. To hold a closed session to discuss and consider the
evaluation of the City Attorney.
RECONVENE:
The Council reconvened at 2:50 p.m. with five members present. Mayor Hall announced that the City
Council met in closed session to discuss three items:
The City Council directed the City Attorney in what it felt was in the best interest ofthe citizens of Carisbad.
There was no final action taken on any of these items, and they will be reported at a future meeting when
final action occurs.
ADJOURNMENT:
By proper motion, the Special Meeting of October 16, 2012 was adjourned at 2:52 p.m.
