MEETING OF: CARLSBAD CITY COUNCIL (Special Meeting)
DATE OF MEETING: November 6, 2012
TIME OF MEETING: 4:00 p.m.
PLACE OF MEETING: City Hall Conference Room 3,1200 Carlsbad Village Drive,
Carlsbad, California
CALL TO ORDER: Mayor Hall called the meeting to order at 4:02 p.m.
ROLL CALL was taken by the Deputy City Clerk, as follows:
Present: Hall, Kulchin, Blackburn, Douglas, Packard.
Absent: None.
PUBLIC COMMENT ON AGENDA ITEM: None.
CLOSED SESSION:
Council adjourned into Closed Session at 4:03 p.m. pursuant to the following:
1. GOVERNMENT CODE SECTION 54957.6. To hold a closed session to discuss employer-
employee relations, salaries, salary schedules and compensation in the form of fringe benefits of its
unrepresented employees and employees represented by CCEA, CPMA, CPOA, CFA with
designated staff as labor negotiators (Cynthia Haas, Deputy City Manager, Julie Clark, Human
Resources Director, Debbie Porter, Senior Management Analyst and Steve Berliner, Liebert Cassidy
& Whitmore.) If circumstances necessitate the absence of a specified designated representative, an
agent or designee may participate in place ofthe absent representative so long as the name of the
agent or designee is announced at an open session held prior to the closed session.
RECONVENE:
The Council reconvened at 5:23 p.m. with five members present. Mayor Hall announced that Council
directed the City Attorney in ways it felt was in the best interests of the City and its citizens but took no final
action.
ADJOURNMENT:
By proper motion, the Special Meeting of November 6, 2012 was adjourned at 5:25 p.m.
