MEETING OF: CARLSBAD CITY COUNCIL (Special Meeting)
DATE OF MEETING: December 4, 2012
TIME OF MEETING: 4:30 p.m.
PLACE OF MEETING: City Hall Conference Room 3,1200 Carlsbad Village Drive,
Carlsbad, California
CALL TO ORDER: Mayor Hall called the meeting to order at 4:30 p.m.
ROLL CALL was taken by the Deputy City Clerk, as follows:
Present: Council Members Hall, Kulchin, Blackburn, Douglas and Packard.
Absent: None.
PUBUC COMMENT ON AGENDA ITEM: None.
CLOSED SESSION:
Council adjourned into Closed Session at 4:02 p.m. pursuant to the following:
1. GOVERNMENT CODE SECTION 54956.8. To hold a closed session to instruct its negotiators
(Cynthia Haas, Deputy City Manager and Joe Garuba, Municipal Property Manager) regarding
purchase, sale, exchange or lease of real property located and generally identified as:
Property Owner: City of Carlsbad
Location: Plaza Camino Real parking lot at 2525 El Camino Real
Negotiating Party: Jerry Engen for Plaza Camino Real c/o Westfield, LLC
If circumstances necessitate the absence of a specified designated representative, an agent or
designee may participate in place ofthe absent representative so long as the name ofthe agent or
designee is announced at an open session held prior to the closed session.
Citv of Carlsbad as Successor Agency to the Former Redevelopment Agency:
2. GOVERNMENT CODE SECTION 54956.9(a). To hold a closed session regarding pending litigation
as follows:
Application No. 11-05-023 of San Diego Gas & Electric Company (U902E) for Authority to
Enter into Purchase Power Tolling Agreements with Escondido Energy Center, Pio Pico
Energy Center and Quail Brush Power.
RECONVENE:
The Council reconvened at 5:37 p.m. with five members present. Mayor Hall announced that Council
directed the City Attorney in ways it felt was in the best interests of the City and its citizens but took no final
action. Final action will be reported at a future meeting when final action occurs.
ADJOURNMENT:
By proper motion, the Special Meeting of December 4, 2012 was adjourned at 5:39 p.m.
