MEETING OF: CARLSBAD CITY COUNCIL (Special Meeting)
DATE OF MEETING: December 18, 2012
TIME OF MEETING: Immediately following the adjournment of the Special Meeting
PLACE OF MEETING: Planning Library, Faraday Administration Building,
1635 Faraday Avenue, Carlsbad, California
CALL TO ORDER: Mayor Hall called the meeting to order at 1:15 p.m.
ROLL CALL was taken by the Deputy City Clerk, as follows:
Present: Council Members Hall, Blackburn, Packard and Wood.
Absent: Council Member Douglas.
PUBLIC COMMENT ON AGENDA ITEM: None.
CLOSED SESSION:
Council adjourned into Closed Session at 1:17 p.m. pursuant to the following:
1. GOVERNMENT CODE SECTION 54957.6. To hold a closed session to discuss employer-
employee relations, salaries, salary schedules and compensation in the form of fringe benefits of
its employees represented by CCEA, CPMA, CPOA, CPA with designated staff as labor
negotiators (Cynthia Haas, Deputy City Manager, Julie Clark, Human Resources Director, Cheri
Abbott, Human Resources Manager, Debbie Porter, Senior Management Analyst, Cheryl
Gerhardt, Human Resources Professional, Gary Morrison, Police Chief, Neil Gallucci, Police
Captain, Fiona Everett, Management Analyst, Kevin Crawford, Fire Chief, Chris Heiser, Fire
Division Chief, and Steve Beriiner, Liebert Cassidy & Whitmore). If circumstances necessitate
the absence of a specified designated representative, an agent or designee may participate in
place of the absent representative so long as the name of the agent or designee is announced at
an open session held prior to the closed session.
2. GOVERNMENT CODE SECTION 54956.9(a). To hold a closed session to discuss pending
litigation as follows:
Carisbad Citv Employees Association v. Citv of Carisbad. Case No. LA-CE-736-M.
3. GOVERNMENT CODE SECTION 54956.9(c). To hold a closed session to consider
initiation of litigation against the County of San Diego regarding Palomar Airport.
RECONVENE:
The Council reconvened at 3:38 p.m. with five members present. Mayor Hall announced that Council
deliberated in ways it felt was in the best interests of the City and its citizens but took no final action. Final
action, when taken, will be reported out at a subsequent meeting.
ADJOURNMENT:
By proper motion, the Special Meeting of December 18, 2012 was adjourned at 3:41 p.m.
