MEETING OF: CARLSBAD CITY COUNCIL (Special Meeting)
DATE OF MEETING: January 29, 2013
TIME OF MEETING: 4:00 p.m.
PLACE OF MEETING: City Hall Conference Room 3,1200 CaHsbad Village Drive, Carlsbad, California
CALL TO ORDER: Mayor Hall called the meeting to order at 4:01 p.m.
ROLL CALL was taken by the Deputy City Clerk, as follows:
Present: Council Members Hall, Packard, Wood, Blackburn and Douglas.
Absent: None.
PUBLIC COMMENT ON AGENDA ITEM: None.
CLOSED SESSION:
Council adjourned into Closed Session at 4:03 p.m. pursuant to the following:
1. GOVERNMENT CODE SECTION 54957.6. To hold a closed session to discuss employer-employee relations,
salaries, salary schedules and compensation in the form of fringe benefits of its employees represented by
CCEA with designated staff as labor negotiators (Cynthia Haas, Deputy City Manager, Julie Clark, Human
Resources Director, Cheri Abbott, Human Resources Manager, and Elliott Sussels from the Segal Company).
If circumstances necessitate the absence of a specified designated representative, an agent or designee may
participate in place of the absent representative so long as the name of the agent or designee is announced
at an open session held prior to the closed session.
2. GOVERNMENT CODE SECTION 54957. To hold a closed session to consider and discuss the candidates for
City Clerk for the City of Carlsbad.
RECONVENE:
The Council reconvened at 4:58 p.m. with five members present. Mayor Hall announced that Council met in closed
session at 4:00 p.m. to discuss two items:
Item #1 - The Council deliberated on what is in the best interests ofthe City and its citizens but took no final action.
Final action, when taken, will be reported out at a subsequent meeting.
Item #2 - The Council deliberated on what is in the best interests ofthe City and its citizens. Final action will be
reported out at the City Council Regular Meeting to be held on January 29, 2013 at 6pm.
ADJOURNMENT:
By proper motion, the Special Meeting of January 29, 2013 was adjourned at 5:01 p.m.
