MEETING OF: CARLSBAD CITY COUNCIL (Special Meeting)
DATE OF MEETING: April 30, 2013
TIME OF MEETING: 4:30 p.m.
PLACE OF MEETING: City Hall Conference Room 3,1200 Carlsbad Village Drive, Carlsbad,
California
CALL TO ORDER: Mayor Hall called the meeting to order at 4:30 p.m.
ROLL CALL was taken by the Deputy City Clerk; as follows:
Present: Council Members Hall, Packard, Wood, Blackburn and Douglas.
Absent: None.
PUBLIC COMMENT ON AGENDA ITEM: None.
CLOSED SESSION: Council adjourned into Closed Session at 4:32 p.m. pursuant to the following:
1. GOVERNMENT CODE SECTION 54957.6. To hold a closed session to discuss employer-
employee relations, salaries, salary schedules and compensation in the form of fringe
benefits of its employees represented by CCEA, CPOA, CFA and CPMA with designated staff
as labor negotiators (Julie Clark, Human Resources Director, Chuck McBride, Administrative
Services Director, Gary Morrison, Police Chief, Debbie Porter, Senior Management Analyst,
and Steve Berliner, Liebert Cassidy & Whitmore). If circumstances necessitate the absence
of a specified designated representative, an agent or designee may participate in place of
the absent representative so long as the name of the agent or designee is announced at an
open session held prior to the closed session.
2. GOVERNMENT CODE SECTION 54956.8. To hold a closed session to instruct its
negotiator (Joe Garuba, Municipal Property Manager) regarding purchase, sale,
exchange or lease of real property located and generally identified as:
Property Owner: City of Carlsbad
Location: Plaza Camino Real parking lot at 2525 El Camino Real
Negotiating Party: Jerry Engen for Plaza Camino Real c/o Westfield, LLC
RECONVENE:
The Council reconvened at 5:22 p.m. with five members present. Mayor Hall announced that Council
met in closed session at 4:30 p.m. to discuss two items. The Council deliberated on what is in the best
interests of the City and its citizens but took no final action. Final action, when taken, will be reported
out at a subsequent meeting.
ADJOURNMENT:
By proper motion, the Special Meeting of April 30, 2013 was adjourned at 5:24 p.m.
