CALL TO ORDER:
Mayor/President/Chairman Hall called the Joint Special Meeting to order at 6:36 p.m.
ROLL CALL was taken by the City Clerk/Secretary as follows:
Present: Council/Board Members Hall, Packard, Wood and Blackburn.
Absent: Council/Board Member Douglas.
APPROVAL OF MINUTES:
On a motion by Mayor Pro Tem/Vice President/Vice Chair Packard, the minutes ofthe following
meeting were unanimously approved as presented:

DEPARTMENTAL AND EXECUTIVE MANAGER REPORT:
4. AB #21.217 - AUTHORIZE A REQUEST FOR PROPOSAL TO GROUND LEASE THE CROSSINGS
AT CARLSBAD WEST VIEW LOT 9.
Municipal Property Manager Joe Garuba and Management Analyst Tony Winney gave the staff
report and PowerPoint presentation, on file in the office ofthe City Clerk.
Following questions from Mayor Pro Tem/Vice President/Vice Chair Packard, Mr. Garuba
addressed questions regarding lease versus sale of property, the proposed length ofthe lease
and revenue generation.

ACTION: On a motion by Mayor Pro Tem/Vice President/Vice Chair Packard -
Council adopted RESOLUTION NO. 2013-103. authorizing the Carlsbad
Public Financing Authority to issue a request for proposal to ground lease
The Crossings at Carlsbad West View Lot 9.
Carlsbad Municipal Water District Board adopted RESOLUTION NO. 1468.
authorizing the Carlsbad Public Financing Authority to issue a request for
proposals to ground lease The Crossings at Carlsbad West View Lot 9
(Parcel B) for development.
AYES:
Public Financing Authority Board adopted RESOLUTION NO. 63. accepting
authority to issue and evaluate a request for proposals to ground lease
The Crossings at Carlsbad West View Lot 9 for development and
designating the City of Carlsbad to manage any long term lease governing
The Crossings at Carlsbad West View Lot 9 (Parcels A and B).
Council/Board Members Hall, Packard, Wood and Blackburn.
NOES: None.
ABSENT: Council/Board Member Douglas.
ADJOURNMENT:
Council/Board adjourned the Joint Special Meeting of May 7, 2013 at 6:56 p.m.
