MEETING OF: CITY OF CARLSBAD
CITY COUNCIL (Regular Meeting)
DATE OF MEETING: May 7, 2013
TIME OF MEETING: 6:00 p.m.
PLACE OF MEETING: City Council Chambers, 1200 Carlsbad Village Drive, Carlsbad, CA 92008
CALL TO ORDER: Mayor Hall called the Meeting to order at 6:00 p.m.
ROLL CALL was taken by the City Clerk, as follows:
Present: Council Members Hall, Packard, Wood and Blackburn.
Absent: Council Member Douglas.
PLEDGE OF ALLEGIANCE:
Council Member Wood led the pledge of allegiance.
APPROVAL OF MINUTES:
On a motion by Mayor Pro Tem Packard, the minutes ofthe following meetings were
unanimously approved as presented:
Minutes ofthe Special Meeting held on April 25, 2013.
PRESENTATIONS:
Council Member Wood presented a proclamation in recognition of National Bike Month and
National Bike to Work Day to Recreation Supervisor Rachel Shay and Transportation
Engineering Manager Bryan Jones.
Mayor Matt Hall presented a proclamation in recognition ofthe Imperative to Solve Family
Homelessness to Chris Megison, President and CEO of Solutions for Change.
Council Member Blackburn presented a proclamation in recognition of Law Enforcement
Officers' Memorial Week to Police Chief Morrison and Sergeant Matt Lowe.
San Diego Fair representative Monica Emanuel came forward to promote the 2013 San Diego
Fair and its theme "Game On".

CONSENT CALENDAR:
ACTION: On a motion by Mayor Pro Tem Packard, Council affirmed the action of
the Consent Calendar, Item #1 as follows:
AYES: Council Members Hall, Packard, Wood, and Blackburn.
NOES: None.
ABSENT: Council Member Douglas.
WAIVER OF ORDINANCE TEXT READING:
Council waived the reading of the text of ali ordinances and resolutions at this meeting.
1. AB #21.214 - DECLARATION OF INTENT TO VACATE A PORTION OF VAN ALLEN WAY -
STV 11-01.
Council adopted RESOLUTION NO. 2013-097. declaring the intention to vacate a
portion of Van Allen Way, from Faraday Avenue to its northerly terminus, and to set a
public hearing for June 25, 2013; and, authorizing the City Clerk to publish the
resolution of intention.
ORDINANCES FOR ADOPTION:
2. AB #21.215 - DECREASE SPEED LIMIT ON CHESTNUT AVENUE.
City Attorney Celia Brewer titled the ordinance.
ACTION: On a motion by Mayor Pro Tem Packard, Council adopted
ORDINANCE NO. CS-213. amending Title 10, Chapter 10.44 of the
Carlsbad Municipal Code by the revision of Section 10.44.040 to
reduce the 35 miles per hour speed limit to 30 miles per hour on
Chestnut Avenue from Pio Pico Drive to El Camino Real.
AYES: Council Members Hall, Packard, Wood and Blackburn.
NOES: None.

3. AB #21.216 - REMOVE REFERENCES IN THE CARLSBAD MUNICIPAL CODE PERTAINING TO
TRAFFIC SAFETY COORDINATING COMMITTEE METINGS AS PUBLIC MEETINGS.
City Attorney Celia Brewer titled the ordinance.
ACTION: On a motion by Mayor Pro Tem Packard, Council adopted
ORDINANCE NO. CS-213. amending Title 2, Chapter 2.28 of the
Carlsbad Municipal Code to remove references to the Traffic Safety
Coordinating Committee meetings as public meetings.
AYES: Council Members Hall, Packard, Wood and Blackburn.
NOES: None.
ABSENT: Council Member Douglas.
PUBLIC COMMENT:
Ace Hoffman, Carlsbad, came forward to address Council and gave a presentation regarding
safety issues related to metal rods next to irrigation heads, bushes that encroach onto the
sidewalk, the width and spacing of storm water grates and uneven sidewalks.
Mr. Hoffman stated that most ofthe metal rods had already been removed and he thanked the
City for the speedy response.

CARLSBAD MUNICIPAL WATER DISTRICT BOARD AND PUBLIC FINANCING AUTHORITY BOARD
Mayor Hall adjourned to the Joint Special Meeting ofthe Carlsbad City Council, Carlsbad
Municipal Water District Board and Public Financing Authority Board at 6:36 p.m. with four
members present.
RECONVENE CITY COUNCIL MEETING:
Mayor Hall reconvened the City Council Meeting at 6:56 p.m. with four members present.
5. AB #21.218 - 2013 QUALITY OF LIFE DASHBOARD PRESENTATION.
Sarah Benson, Communications Director, Equinox Center, gave the presentation regarding San
Diego County sustainability.
Mayor Hall commented that it would be useful if quality of life indicators included statistics for
all types of jobs, rather than just "green" jobs.

6. AB #21.219 - EMERGENCY PREPAREDNESS PRESENTATION.
Emergency Preparedness Coordinator David Harrison gave the staff report and presented the
PowerPoint presentation, on file in the office ofthe City Clerk.
Mr. Harrison outlined current outreach and education activities designed to communicate to
Carlsbad and San Diego County residents, and to Carlsbad schools' pupils, staff and parents.
7. AB #21.220 - PLANNING COMMISSION APPOINTMENTS.
Velyn Anderson came forward to introduce herself to the Council and staff.

RESOLUTION NO. 2013-098. reappointing Stephen "Hap"
L'Heureux to the Planning Commission, and
RESOLUTION NO. 2013-099. appointing Velyn Anderson to the

8. AB #21.221 - BEACH PRESERVATION COMMITTEE APPOINTMENTS.

Beach Preservation Committee.

Mayor Hall announced that Council Members have been invited to attend, and may be
participating in the following events:
