MEETING OF: CITY OF CARLSBAD CITY COUNCIL
(Special Meeting)
DATE OF MEETING: December 10, 2013
TIME OF MEETING: 10:00 a.m.
PLACE OF MEETING: 6220 Avenida Encinas, Carlsbad, CA 92008
CALL TO ORDER: Mayor Hall called the Meeting to order at 10:00 a.m.
ROLL CALL was taken by the City Attorney, as follows:
Present: Council Members Hall, Packard, Wood, Blackburn, Douglas.
Absent: None.
PUBUC COMMENT:
Carlsbad resident Charles Daniel spoke in opposition to the ordinance banning e-cigarette use
where traditional tobacco use is prohibited. Mr. Daniel provided two handouts in support of his
position (copies on file in the City Clerk's Office).
DEPARTMENTAL AND CITY MANAGER REPORTS:
1. COUNCIL RETREAT.
Discussion of roles and responsibilities, review of performance objectives, development
of communication protocols.
ACTION: Direction was given to the City Attorney, Celia Brewer, to review the city code
sections related to City Manager, City Attorney, City Council, and Mayor for possible discussion
at a future regular meeting ofthe City Council.
ADJOURNMENT:
By proper motion, the Special Meeting of December 10, 2013 was adjourned at 4:50 p.m.
