MEETING OF: CITY OF CARLSBAD CITY COUNCIL
DATE OF MEETING: February 18,2014
TIME OF MEETING: 9:00 a.m.
PLACE OF MEETING: 1635 Faraday Avenue, Room 173A, Carlsbad CA 92008
CALL TO ORDER: Mayor Hall called the Meeting to order at 9:00 a.m.
ROLL CALL: Present: Council Members Hall, Packard, Blackburn, Wood.
Absent: None.
PUBUC COMMENT:
Keith Lewinger, San Diego County Water Authority (SDCWA) board member, provided an
update to council. The SDCWA has issued a "Level One" drought watch, asking citizens to
voluntarily conserve twenty percent more water. The Metropolitan Water District (MWD) has
2.4 million acre feet of water currently in storage, which is sufficient to serve the cit/s needs
for the next year. Mr. Lewinger also provided an update on the Bay Delta Conservation Plan
and answered questions from Council. The current lawsuit against MWD is now pending the
judge's decision, which is expected any day now. Mr. Lewinger noted that regardless of the
ruling, the case wili be appealed.
DEPARTMENTAL AND CITY MANAGER REPORTS:
1. AB #21.507 - QUARTERLY CITY COUNCIL PRIORITY PROJECTS UPDATE
Greg Hermann, Assistant to the City Manager delivered a PowerPoint Presentation (copy on file
in the City Clerk's office) updating the Council Members specifically on the projects listed
below:
• Lake Calavera Master Plan Implementation will be completed this spring.
• Community Gardens, now officially named Calavera Schoolhouse Community Garden
will be completed this spring.
• Carlsbad Coastal Corridor - the roundabout at State Street and Carlsbad Boulevard will
be completed in June, 2014. A survey inviting public comment regarding the art
structure being considered for the roundabout is accessible on the city's website.

California State Parks Partnership update was provided by Gary Barberio, Assistant City
Manager. He advised Council that Cannon Road to La Costa Avenue is scheduled for
slurry seal and new road surface markings to be completed in June, 2014. This wiii
reduce speeds and enhance bicycle safety. The improvements to pedestrian trails and
other enhancements from Pine Street to Tamarack Avenue are expected to begin within
the next year. Mr. Barberio stated that staff is meeting with representatives of the
State of California in March to determine how the City of Carlsbad can gain better
control over beach and bluff maintenance, currently under the state's control. Council
member Blackburn asked if this could be accomplished in time to make improvements
before this summer, and Mr. Barberio stated it may be possible to increase the quality
of maintenance by this summer.
• Business Retention - the staff met in a group setting to brainstorm ideas as to how best
to expedite the approvai process for companies such as ViaSat to expand their
enterprises in Carlsbad. This development review process was observed on a time
lapsed video and Council recommended the video clip be available to the public (copy
on file in the City Clerk's office).
• Village Revitalization includes lighting the trees on Roosevelt and Kathy Dodson,
Assistant City Manager, advised the Council that various lighting models have been
tested and she will return to Council with a completion date.
• Gary Barberio, Assistant City Manager, updated the Council on Village H and the Quarry
Creek project stating that McMillan, the developer, has purchased the 60 acres of land
(aka Village H), and will transfer the land to the city to be used as open space. The
Mayor asked when would the public gain access to the open space and trailhead. Mr.
Barberio responded that he will arrange to meet with the developer to determine a
timeline and will return to Councii with more information as soon as possible.
2. AB #21.508 ~ ANNUAL PROGRAM UPDATE FROM BIO. TECH AND BEYOND UFE SCIENCES
INCUBATOR.
Christina Vincent, Economic Development and Real Estate Manager along with Joseph Jackson
and Kevin Lustig provided a PowerPoint Presentation (copy on file in the City Clerk's office).
Mr. Lustig stated the start-up incubator is helping people translate their ideas into results, and
hopefully, into new businesses. A priority goal for 2014 is to establish a method to actually
retain successful start-ups in Carlsbad. The next update is scheduled for February, 2015.
3. TOUR OF TRAFFIC MANAGEMENT CENTER
The Mayor announced that members of the public are welcome to join the tour of the Traffic
Management Center located at the Faraday Building immediately following the conclusion of
the regular meeting.
