Pastor Jeff Enderle, Beautiful Savior Lutheran Church. PLEDGE OF ALLEGIANCE: Mayor Pro Tern Packard led the Pledge of Allegiance. APPROVAL OF MINUTES: Motion by Mayor Pro Tern Packard, seconded by Council Member Blackburn to approve minutes, motion carried unanimously. Minutes of the Regular Meeting held April 15, 2014. Minutes of the Regular Meeting held April 22, 2014 PRESENTATION: Council Member Wood presented the proclamation in recognition of Water Safety Month to Linda Allington, EMS Manager and Luis Osuna, Fire Battalion Chief. Council Member Blackburn presented the proclamation in recognition of Respect for Law Week to Kevin Radcliffe, Carlsbad Optimist Club Representative. Council Member Wood presented the proclamation in recognition of Municipal Clerk's Week to Barbara Engleson, City Clerk, Shelley Collins, Assistant City Clerk, Donna Heraty, Deputy City Clerk and Sherry Freisinger, Deputy City Clerk. Miss Carlsbad and her teen princess court introduced themselves to the City Council. In addition, they presented the Mayor a donation of $1,000 from the Carlsbad Lions Club to be used for the library. Miss Teen and her court received flowers from the City. PUBLIC REPORT OF ANY ACTION TAKEN IN CLOSED SESSION: None. CONSENT CALENDAR: Motion by Mayor Pro Tern Packard and seconded by Council Member Blackburn to approve items 1-5, motion carried unanimously. 1. AB #21,581-Adopted Resolution No. 2014-077, entitled, "A Resolution of the City Council of the City of Carlsbad, California, Authorizing the City Manager to execute, in the name of the City of Carlsbad, all necessary forms for the purpose of accepting and appropriating Federal State Homeland Security Gran Program Funds to enhance Fire, Police and Emergency Preparedness. 2. AB #21,582 -Adopted Resolution No. 2014-078, entitled, "A Resolution of the City of Carlsbad, California, approving plans and specifications and authorizing the City Clerk to advertise for bids for the construction of El Camino Real widening, median improvements, undergrounding utilities, and upgrading traffic signals, Project Nos. 3957, 3643, 6302, and 6303." 3. AB #21,583 -Adopted Resolution No. 2014-079, entitled, "A Resolution of the City of Carlsbad, California, approving a service agreement for traffic signal program and rail operations support with Stack Traffic Consulting, Inc." 4. AB #21,584 -Adopted Resolution No. 2014-080, entitled, "A Resolution of the City of Carlsbad, California, ratifying a joint operating and financial plan between the City of Carlsbad, California and the County of San Diego for animal control services." 5. AB #21,585 -Accepted and filed the City Treasurer's Report on City Investments as of March 31, 2014. 11. AB #21,588-Adopted Resolution No. 2014-082, entitled, "A Resolution of the City Council of the City of Carlsbad, California, appointing one member to the Planning Commission." Item continued to May 20, 2014. ORDINANCES FOR ADOPTION: Mayor Half f eft the Council Chamber at 6:30 p.m. and returned to the dais at 6:32 p.m. 6. AB #21,589 -Second reading and adoption of Ordinance No. CS-250, "An Ordinance of the City Council of the City of Carlsbad, California, repealing Urgency Ordinance CS-170, which amended Zoning Ordinance Chapter 21.36, Public Utility Zone, and specifically Section 21.36.020, Permitted Uses, regarding generation and transmission of electrical energy." City Attorney Brewer read the ordinance by title only. ACTION: Motion by Mayor Pro Tern Packard, seconded by Council Member Blackburn to approve, motion carried 4-1, with Mayor Hall absent. CITY OF CARLSBAD CITY COUNCIL MEETING MINUTES MAY6, 2014 7. AB #21,586-Second reading and adoption of Ordinance No. CS-252, entitled, "An Ordinance of the City Council of the City of Carlsbad, California, approving a Municipal Code Amendment (MCA 14-01) to amend Title 8 of the City's Municipal Code to prohibit mini- satellite wagering within the City." City Attorney Brewer read the ordinance by title only. ACTION: Motion by Mayor Pro Tern Packard, seconded by Council Member Blackburn to approve, motion carried unanimously PUBLIC COMMENT: Terri Wyatt, Candidate for County District Attorney. Mayor Hall adjourned the Regular Meeting to the Special Meeting of the Carlsbad Municipal Water District at 6:36 p.m., with five Board Members present. Mayor Hall reconvened the Carlsbad City Council meeting at 6:38 p.m. with five Council Members present. DEPARTMENTAL AND CITY MANAGER REPORTS: This item is continued from the City Council meeting held April 22, 2014. 9. AB #21,590 -Received a presentation from staff regarding the salaries for elected officials. Presentation by Kathy Dodson, Assistant City Manager via PowerPoint. ACTION: Received presentation. Mayor Pro Tern made the motion to direct staff to form a citizen committee to study compensation of the Mayor and leave the Council Member compensation alone, motion failed. Council Member Blackburn is against the increase. Council Member Schumacher would prefer a citizen's committee evaluate the compensation. Council Member Wood agrees with Council Member Schumacher. Mayor Pro Tern accept staff report and not move for increase. Mayor agrees with the majority of Council to not move forward with increase. 10. AB #21,587 -Adopted Resolution No. 2014-081, entitled, "A Resolution of the City Council of the City of Carlsbad, California, appointing one member to the Parks and Recreation Commission." Mayor Hall introduced item. ACTION: Motion by Mayor Pro Tern Packard and seconded by Council Member Blackburn to appoint Jason Hansen, motion carried unanimously. PUBLIC COMMENT: None. CITY OF CARLSBAD CITY COUNCIL MEETING MINUTES MAY 6, 2014 COUNCIL REPORTS AND COMMENTS: Mayor Hall and Council Members reported on activities and meetings of some committees and sub-committees of which they are members. CITY MANAGER COMMENTS: None. CITY ATTORNEY COMMENTS: None.
