PUBLIC COMMENT:
Jan Taylor complimented the Mayor and the City Council for beach improvements, concerts in
the park, and fireworks at the Park Hyatt Hotel property.
DEPARTMENTAL AND CITY MANAGER REPORTS: None
CONSENT CALENDAR:
1. AB #21,679 - Adoption of Resolution No. 2014-174, approving the Final Map for CT 13-02 -
Coastal 10 on an existing lot southerly of Navarra Drive and westerly of Viejo Castilla Way, for
the purpose of constructing 10 residential condominium units.
ACTION: Motion by Mayor Pro Tem Packard, seconded by Council Member Blackburn to
adopt Resolution No. 2014-174, motion carried unanimously.
ORDINANCE FOR INTRODUCTION: None
ORDINANCE FOR ADOPTION:
2. AB #21,680 - Adoption of Ordinance No. CS-257, amending Title 6, Chapter 6.16 - Nuisances,
for the purpose of clarifying the definition of "nuisance" and authorizing the enforcement
officer to declare a nuisance and proceed with the abatement process.

ACTION: Motion by Mayor Pro Tem Packard, seconded by Council Member Blackburn to
adopt Ordinance No. CS-257, motion carried unanimously.
PUBLIC HEARING;
3. AB #21,681 - Introduction of Ordinance No. CS-258, amending Chapter 1.13 of the Carlsbad
Municipal Code by adding Section 1.13.026 to the Carlsbad Municipal Code relating to
electronic and paperless filing of Campaign Disclosure Statements by elected officials,
candidates, or committees.
Public Hearing opened at 10:11 a.m. for public input.
City Manager Sarkozy introduced the item.
Public Hearing closed at 10:19 a.m.

ACTION: Motion by Mayor Pro Tem Packard, seconded by Council Member Blackburn to
introduce Ordinance No. CS-258, and schedule the second reading and adoption for the
July 22""^ City Council meeting, motion carried unanimously.
DEPARTMENTAL AND CITY MANAGER REPORTS:
4. AB #21,682 - Receive a presentation from staff regarding the open space policies relative to
the Growth Management Plan and draft General Plan.
City Manager Sarkozy introduced the item and staff presenting item. A PowerPoint
Presentation was provided by David de Cordova, Principal Planner, Steve Jantz, Associate
Engineer, and Aaron Beanan, Senior Accountant.
Meeting recessed at 10:05 a.m. and reconvened at 10:10 a.m. with all Council Members present.

Penny Johnson spoke in favor of creating a park at the Buena Vista reservoir.
Diane Nygaard provided a PowerPoint Presentation.
Kasey Cinciarelli spoke in favor of parks in the northeast quadrant.

Mary Anne Viney supports preserving the Buena Vista Reservoir for a park.
Jan Taylor asked if Zone 1 has a master plan and provided packets for the Mayor and City
Council.
Bob Gilbert spoke in favor of preserving the Buena Vista Reservoir.
Alex Szabo spoke in favor of parks and open space.
Kathy Kinane, Executive Director of "Move Your Feet Before You Eat" spoke in favor of parks
and open space.
