None. PLEDGE OF ALLEGIANCE: None. APPROVAL OF MINUTES: None. PRESENTATIONS: None. PUBLIC REPORT OF ANY ACTION TAKEN IN CLOSED SESSION: None. CONSENT CALENDAR: None. ORDINANCES FOR INTRODUCTION: None. ORDINANCES FOR ADOPTION: None. PUBUC COMMENT: Natalie Roberts announced a Coastal Clean Up event is planned to take place on Tuesday, September 2, 2014 at Tamarack Beach and on Saturday, September 20, 2014 from 9:00 a.m. to noon at north and south Ponto Beach, Tamarack and Frazee Beaches. Madeline Szabo (a written statement was provided and is available in the City Clerk's Office) and Diane Nygaard spoke in support of continuing efforts to preserve open space in Carlsbad. Mayor Hall adjourned to the Special Meeting ofthe Cartsbad Municipal Water District Board at 9:07 a.m., meeting, reconvened at 9:27 a.m., with all Council Members present. August 19, 2014 Carlsbad City Council Meeting Page 2 DEPARTMENTAL AND CITY MANAGER REPORTS: 2. AB #21,706 - Receive an Economic Development activity update regarding the FY 2014-15 Goals and Initiatives from the city's Economic Development Manager. Presentation received from Christina Vincent, Economic Development Manager (copy on file in the City Clerk's office). No Speakers. ACTION: Presentation received and filed. 3. AB #21,707 - Adoption of Resolution No. 2014-201, approving additional Dove Library Improvements, Project No. 4030, and authorizing an appropriation in the amount of $2,930,479. Presentation received from Heather Pizzuto, Library and Cultural Arts Director, Steve Didier, Management Analyst, and Jonathan Hartman, Consulting Architect (copy on file in the City Clerk's Office). Speo/cers; Patricia Roberts, Taffy Cannon, Jeanne Smith, and Margit Pendleton all spoke in opposition to relocating the Book Sales currently operating at the entrance ofthe Dove Library, to an inner corner of the Dove Library, as part of the remodeling design. As members of The Friends of The Library, they all voiced concerns about the reduced visibility resulting in less public awareness and reduced sales revenue, all of which is donated to the library. Tina Schmidt, Chair of the Carlsbad Arts Commission and Beth Hulsart, Chairperson for the Library* s Board of Trustees spoke in support ofthe improvements. Council Member Blackburn inquired as to how much space the book sales currently occupy. Staff responded 540 square feet and the remodel/improvements plan currently calls for the relocation to a space of 605 square feet. Ms. Pizzuto also added that visibility will be a key consideration along with signage directing the public to the book sales section. Council Member Blackburn suggested thatthe Council take a tour of the library and inspect the plans to better visualize the changes. Council concurred that the Friends of The Library contribute a critical volunteer effort to running the book sales section and they urged staff to keep the Friends of The Library involved as remodel plans move forward. It was also established that the presentation as seen today is only an initial draft and the final draft will come before Council before it is finalized. ACTION: Motion by Mayor Pro Tem Packard and seconded by Council Member Blackburn, motion carried unanimously to adopt Resoiution No. 2014-201. August 19,2014 Carlsbad City Council Meeting Page 3 COUNCIL REPORTS AND COMMENTS: Mayor Pro Tem Packard announced that on August 7, 2014 he attended a meeting of the California Energy Systems and there was unanimous support for the redesign of the Encinas power plant. Mayor Hall reported that he attended the California Coastal Commission Meeting and the vote to expand 1-5 was unanimous. Expected start date at Manchester Avenue is after January 1,2015.
