PLEDGE OF ALLEGIANCE: None. APPROVAL OF MINUTES: None. PRESENTATIONS: None. PUBLIC REPORT OF ANY ACTION TAKEN IN CLOSED SESSION: None. CONSENT CALENDAR: None. ORDINANCES FOR INTRODUCTION: None. ORDINANCES FOR ADOPTION: None. PUBLIC COMMENT: None. DEPARTMENTAL AND CITY MANAGER REPORTS: 1. AB #21,790-Approval of Resolution No. 2014-267, awarding a contract for the replacement of the synthetic turf at Poinsettia Community Park Soccer Field -Contract No. PWS 15-22PKS to Ohno Construction Company. City Manager Steve Sarkozy read the above referenced resolution. ACTION: Motion by Council Member Blackburn, seconded by Council Member Wood, motion carried 4-0-1 with Mayor Hall absent, to approve Resolution No. 2014-267. November 25, 2014 Carlsbad City Council Regular Meeting Page 2 PUBLIC COMMENT: None 3. AB #21, 792 -Receive a presentation from Fire Chief Mike Davis and Pilot Project Manager, Linda Allington, regarding the scope of work, approval and implementation of Emergency Medical Services Authority (EMSA) Workforce Pilot Project (HWPP) #173 -Community Paramedicine. Fire Chief Mike Davis delivered a PowerPoint Presentation (copy on file in the City Clerk's office). No public speakers. Council Member Blackburn asked if the current number of three ambulances in Carlsbad is adequate. Chief Davis advised that there is a monthly assessment as to unit availability and there is no indication that an additional ambulance is necessary. In the future, if adding another ambulance to the fleet is required, Chief Davis will bring the request to Council. Council Member Blackburn asked which cities share boundary drops with Carlsbad. Chief Davis stated Oceanside and Vista, and that San Marcos will soon be added. Mayor Pro Tern Packard asked how long the pilot program would run. Ms. Allington advised that community paramedicine is a cafeteria style program which allows the paramedics to add/drop features of the plan. Two years of data will be gathered and recommendations made to determine the final content. Mayor Pro Tern Packard asked what measures will be taken to prevent this from becoming a "taxi service." Chief Davis responded that the fire department currently receives approximately six calls a day for non-emergencies. This new program is expected to improve EMS personnel's ability to assess non-emergency calls and actually reduce the number of "taxi service" trips. Council Member Wood asked if the program will require additional training. Ms. Allington informed Council that there is a 100 -150 hour curriculum course that will be required. City Manager Steve Sarkozy informed Council that the program data and results will be delivered to Council periodically over the course of the two-year pilot. ACTION: Report received. Mayor Pro Tem Packard announced a recess at 9:46 a.m. and reconvened at 9:51 a.m. with four council members present. 2. AB #21, 791 -Receive a status report and approval of Resolution No. 2014-268 updating the City of Carlsbad Legislative Platform position regarding double tracking, and authorizing the appropriation of funds to utilize in the city's efforts related to the Carlsbad Village Double Track Project (CVDT). November 25, 2014 Carlsbad City Council Regular Meeting Page 3 Assistant City Manager Gary Barberio delivered the presentation {copy on file in the City Clerk's office). No public speakers. Mr. Barberio informed the Council that Pine Avenue through Carlsbad Village Drive and Grand Avenue, and Carlsbad Boulevard to Eaton Street in Oceanside defines the CVDT project. Trenching the railroad tracks in Carlsbad was found to be feasible and two-thirds of Carlsbad's rail corridor is already double tracked. Trenching will be significantly more expensive than the "at grade" alternative, so the cost delta will be a fiscal issue for Carlsbad to manage. Mr. Barberio recommended that the City of Carlsbad conduct an economic study concurrent with the Project Study Report {PSR). Council Member Wood asked if there will be a comprehensive rail plan beyond the scope of the PSR. Mr. Barberio informed Council that the funding request is only for the PSR, but this study does include a pedestrian crossing at Chestnut Avenue. The PSR will commence in December and will take nine months to complete. Council Member Schumacher asked if Council is amending the legislative content, should Council include public safety specifics as well. Mr. Barberio agreed that can be done. Mr. Schumacher also asked who determines if PSR is feasible and Mr. Barberio informed Council that since it's an engineering study, the resulting data will be the determining factor. The final report will be presented to SAN DAG and to Council for final direction. The trenched rail is expected to show that the environmental impact would be beneficial. Council Member Blackburn asked why Carlsbad had no input into the SANDAG 2011 study. Mr. Barberio responded that the "at grade" option was much less expensive, so they proceeded and did not make the process inclusive. Mr. Barberio informed Council that 20 years ago, the Solana Beach rail project cost $20 million and while the PSR will provide an accurate quote, staff estimates the CVDT will run approximately $80 million. City Manager, Sarkozy informed Council that SANDAG's study was bundled as a rail project and the agency proceeded using SANDAG's best economic interest as their priority. Mr. Sarkozy further encouraged Council to review its support of double tracking, because trenching is an important project which will determine the safety, as well as aesthetics, of the City of Carlsbad. ACTION: Motion by Council Member Blackburn, seconded by Council Member Wood, motion carried 4-0-1 with Mayor Hall absent, to approve Resolution No. 2014-268 and authorizing the appropriation of funds related to the Carlsbad Village Double Track Project.
