MEETING OF: CITY OF CARLSBAD CITY COUNCIL
(Regular Meeting)

CALL TO ORDER: 9:01 a.m.
ROLL CALL: Hall, Blackburn, Packard, Schumacher, Wood.
CONSENT CALENDAR:
Motion by Mayor Pro Tern Blackburn and seconded by Council Member Wood to approve item
1, motion carried unanimously.
1. AB #21-807 -Adopted Resolution No. 2014-281, granting an exemption from purchasing
requirements and award of contract to The Land Stewards for installation and maintenance
of BMPS related to the 2014 Poinsettia Fire.
PUBLIC COMMENT: None.
DEPARTMENTAL AND CITY MANAGER REPORTS:
2. AB #21,808 -Receive a presentation from staff regarding the TransNet Program.
Senior Engineer Marshall Plantz, provided a PowerPoint Presentation (copy on file in the City
Clerk's office).
Mayor Hall noted that terms of the sales tax increase stated that certain projects would be
completed, though there may be some new projects requiring additional tax increases. It was
further noted that SAN DAG (San Diego Association of Governments) is appealing an adverse
appellate court CEQA decision regarding the regional transportation plan.
Council Member Wood asked for an example of how the RTCIP funds are being used and Mr.
Plantz responded with the widening of El Camino Real.
ACTION: Received and filed.
3. AB #21,809 -Receive a presentation from staff on the public art master plan process
conducted by the Cultural Arts office and overview of public art by consultant Gail Goldman
with Gail M. Goldman and Associates.
Vincent Kitch, Cultural Arts Manager and Gail Goldman, public art consultant, provided a
PowerPoint Presentation (copy on file in the City Clerk's office).
Council Member Wood requested clarification as to whether this is specific to visual arts, not
inclusive of music, drama, etc. and Mr. Kitch responded that only visual arts are represented.
Following Ms. Goldman's presentation and to assist her in identifying some visual art that
might be suitable for Carlsbad, she posed the following question to the Council for feedback:
"What are Carlsbad's landmarks, or what would you take a visitor to see?"
Council responses:
• Council Member Schumacher responded that the village and the coast are typically the
first places he takes visitors. He also noted from a budget standpoint that form and
function can work together with departments outside of the arts department, e.g. public
safety enhancements utilizing art.
• Mayor Pro Tern Blackburn also responded with the coast and noted that he likes the idea
of interactive art, e.g. the sheep example shown in Ms. Goldman's presentation, {refer to
pages 28-31 of the presentation).
• Council Member Wood agreed that interactive art would be beneficial anywhere in the
city. As an example, the mosaic art at Poinsettia Park is whimsical and children enjoy
playing on it. She also noted that the artwork along the coastal walkway in Laguna Beach
is inspirational.
• Council Member Packard noted that Carlsbad is a family centric community, so "edgy" art
would likely not receive high praise. A coastal walkway with emphasis on art would be
welcome, and art that invites, encourages, and is family friendly could also work
anywhere in the city.
• Mayor Hall suggested that some thought also be given to a way to memorialize former
Mayor, Bud Lewis.
ACTION: Report received and filed.
Mayor Hall announced a recess at 9:43 a.m. and reconvened at 9:48 a.m. with all Council
Members present.

CITY MANAGER COMMENTS: None.
CITY ATTORNEY COMMENTS: City Attorney Celia Brewer announced items for the closed session
to commence immediately following this regular meeting of the City Council.
