PLEDGE OF ALLEGIANCE: Mayor Pro Tem Blackburn led the Pledge of Allegiance. APPROVAL OF MINUTES: Motion by Mayor Pro Tem Blackburn, seconded by Council Member Wood to approve minutes, motion carried unanimously. Minutes ofthe Regular Meeting held February 10, 2015. Minutes ofthe Special Meeting held February 10, 2015. Minutes ofthe Joint Special Meeting held February 10, 2015. (City and CMWD) PRESENTATIONS: None. PUBLIC REPORT OF ANY ACTION TAKEN IN CLOSED SESSION: None. CONSENT CALENDAR: Motion by Mayor Pro Tem Blackburn and seconded by Council Member Wood to approve items 1-6, motion carried unanimously. WAIVER OF ORDINANCE TEXT READING: This is a motion to waive the reading ofthe text of all ordinances and resolutions at this meeting. 1. AB #21,865 - Adopted Resolution No. 2015-044, appointing one member to the Housing Commission. 2. AB #21,866 - Adopted Resolution No. 2015-045, approving a professional services agreement with Urban Corps of San Diego, Inc. for citywide litter removal services, storm drain cleaning and inspection services not to exceed $225,000. AB #21,867 - Adopted Resolution No. 2015-046, authorizing city staff to negotiate a lease agreement between the City of Carlsbad and URBN Restaurants Inc. for the property located at 2833 State Street. 4. AB #21,868 - Adopted Resolution No. 2015-047, authorizing out-of-state travel for the Development Services Manager, Community & Economic Development Management Analyst, Information Technology Senior Applications Analyst and Information Technology GIS Administrator to attend the Energov Land Management and Licensing Software Conference in Atlanta, Georgia, May 4-6, 2015. 5. AB #21,869 - Adopted Resolution No. 2015-048, approving an agreement for $130,000 for professional consulting services with Environmental Systems Research Institute, Inc. (Esri), for Geographic Information System (GIS) database redesign and modification. 6. AB #21,874 - Receive and file Boards, Commissions and Committees Local Appointments List for 2015. ORDINANCE FOR INTRODUCTION: 7. AB #21,870 - Introduce Ordinance No. CS-268, amending Title 2 of the Carlsbad Municipal Code, modifying the Carlsbad Arts Commission Ordinance, Chapter 2.18, related to the duties ofthe Carlsbad Arts Commission, and adopted Resolution No. 2015-049, approving the Art in Public Places Program guidelines. City Manager Sarkozy introduced the item. No public speakers. City Attorney Celia Brewer explained minor clerical revisions that were required to the ordinance as presented, referencing the errata sheet that was distributed and subsequently attached to the agenda bill. Ms. Brewer read the ordinance by title only. ACTION: Motion by Mayor Pro Tem Blackburn and seconded by Council Member Wood, motion carried unanimously to adopt Resolution No. 2015-049 and to hold first reading of Ordinance No. CS-268, as amended, by title only, and scheduled the second reading and adoption on March 24, 2015. ORDINANCE FOR ADOPTION: 8. AB #21,871 - Adoption of Ordinance No. CS-267, amending Title 10, Chapter 10.44, of the Carlsbad Municipal Code bythe addition of Section 10.44.871 to establish upon Hummingbird Road a prima facie 30 mile per hour speed limit from Batiquitos Drive to Rock Dove Street. PUBLIC COMMENT: None. PUBLIC HEARING: None. Mayor Hall adjourned to the Special Meeting of the Carlsbad City Council, Carlsbad Municipal Water District Board of Directors, Community Development Commission and Carlsbad Public Financing Authority at 6:05 p.m. Meeting reconvened at 6.06 p.m. with all Council Members present. DEPARTMENTAL AND CITY MANAGER REPORTS: 10. AB #21,873 - Receive an economic development activity update from the City's Economic Development Manager. City Manager Steve Sarkozy introduced Economic Development Manager Christina Vincent who gave the report and PowerPoint presentation, on file in the office ofthe City Clerk. ACTION: Received and filed report. 11. AB #21,875 - Receive an annual program update from Bio, Tech and Beyond Life Sciences Incubator. City Manager Steve Sarkozy introduced Economic Development Manager Christina Vincent. Ms. Vincent introduced Joseph Jackson, from Bio, Tech and Beyond, who gave the report and PowerPoint presentation, on file in the office ofthe City Clerk. ACTION: Received and filed report. Item continued from the City Council meeting held February 17, 2015. 12. AB #21,861 - Adopted Resolution No. 2015-041, directing staff to pursue a long term maintenance and operations agreement with the California Department of Parks and Recreation for state-owned beaches within the City of Carlsbad, exclusive ofthe campground at South Carlsbad State Beach. City Manager Steve Sarkozy introduced Parks and Recreation Director Chris Hazeltine and Parks Superintendent Kyle Lancaster who gave the report and PowerPoint presentation, on file in the office ofthe City Clerk. Discussion included costs and a complete business plan. Envision Carlsbad, sand replenishment, control over the coastline, decommissioning of the power plant, and incorporation ofthe coastal corridor vision into a comprehensive plan.
