PUBUC COMMENT:
Ms. Tere Smyth-Wilson expressed concern regarding safety of residents residing at the Sea Pointe
residential housing development due to the presence of trespassers in Box Canyon. City Manager
Steve Sarkozy referred her to speak with staff about increasing patrols in that area.

DEPARTMENTAL AND CITY MANAGER REPORTS:
1. AB #21,927 - Approval of Resolution No. 2015-091, accepting the San Diego Association of
Governments (SANDAG) energy roadmap for the City of Carlsbad.

City Manager Sarkozy introduced the item and Michael Grim, Property Environmental Manager,
provided a PowerPoint Presentation (copy on file in the City Clerk's office).
ACTION: On a motion by Mayor Pro Tem Blackburn, seconded by Council Member Wood to
adopt Resolution No. 2015-091, motion carried unanimously.
2. AB #21,928 - Receive an update and presentation on citywide energy efficiency and renewable
energy generation projects.
Joe Garuba, Municipal Property Manager provided a PowerPoint Presentation (copy on file in
the City Clerk's Office).
ACTION: Report received.
Mayor Hall announced a recess at 10:07 a.m. and reconvened the meeting at 10:14 a.m. with all
Council Members present.
3. AB# 21,929 - Approval of Resolution No. 2015-092, allowing staff to research alternative
solutions for a new Fire Station No. 2 and return to council with a report and recommended
action.
Fire Chief Mike Davis and Division Chief Mike Calderwood provided a PowerPoint Presentation
(copy on file in the City Clerk's office).
ACTION: On a motion by Mayor Pro Tem Blackburn, seconded by Council Member Wood to
adopt Resolution No. 2015-092, motion carried unanimously.
4. AB#21,930 - Receive a presentation from staff updating the city council on the status of
municipal projects.
Assistant City Manager Kathy Dodson, Public Works Director Patrick Thomas and Engineering
Manager Glen Van Peski, provided a PowerPoint Presentation (copy on file in the City Clerk's
office).
ACTION: Report received.

CITY MANAGER COMMENTS:
City Manager Steve Sarkozy updated the Council regarding the number of projects in the queue
for Coastal Commission review that will require 12,000 review hours. The Coastal Commission
needs six additional staff members to meet all cities' needs. Discussion ensued about all cities
pooling funds to cover the costs ofthe additional human resources. There was also a concern
about physical space to accommodate the additional staff.
