DEPARTMENTAL AND CITY MANAGER REPORTS:
1. AB #21,958 - Presentation from SANDAG representatives on the Draft San Diego Forward:
The Regional Plan.
A PowerPoint presentation was provided by Coleen Clementson, Principal Regional Planner,
SANDAG (San Diego Association of Governments)/(copy on file in the Office ofthe City Clerk).

2. AB #21,959 - Receive report on status of Habitat Management Plan Implementation.
Senior Planner Michael Grim provided a PowerPoint presentation (copy on file in the Office
ofthe City Clerk).
Spoke in Support: Dianne Nygaard spoke regarding the HMP (Habitat Management Program)
and offered four recommendations; 1) Include a project addressing wildlife management and
protection. 2) Use the $5 million land acquisition funds already designated to acquire more
land. 3) When staff reports to council, request that additional funds are required to
accomplish HMP goals, approve them. 4) Support quality of life and land preservation goals.
Councilmember Packard commented that HMP (Habitat Management Plan) preservation
requirements accomplished to date with 91% total preserve area in the city and 95%
gnatcatcher area established. This has been done in 10 years rather than the 50 years given
to accomplish these goals and is very impressive.
ACTION: Report received.
Mayor Hall adjourned to the Special Meeting of the Carisbad Municipal Water District Board of Directors,
at 10:00 a.m. Meeting reconvened at 10:22 a.m. with all Council Members present.
