ANNOUNCEMENT:
Mayor Hall announced that the 2015-2016 Annual Operating Budget and the Capital
Improvement Program which were scheduled to be heard at the June 23, 2015 regular meeting
ofthe City Council will be delayed to the regular meeting ofthe City Council on June 30, 2015.

DEPARTMENTAL AND CITY MANAGER REPORTS: None.
1. AB #21,998 - Approval of Resolution No. 2015-152, entering into an exclusivity agreement
between the City of Carlsbad and the Rochester Institute of Technology.
A PowerPoint presentation was provided by Management Analyst Christie Marcella and
Consultant Steve Jacobs, (copy on file in the Office ofthe City Clerk). Dr. Jeremy Haefner,
Provost and Senior Vice President for Academic Affairs at Rochester Institute of Technology
(RIT) also participated. Dr. Haefner noted that RIT is not a research institute. The school is
very strong in STEAM (Science, Technology, Engineering, Arts, and Mathematics) and has
always been a career oriented applied university. Extensive cooperative learning is a focus
point for RIT. Dr. Haefner answered questions from Council Members.

ACTION: On a motion by Mayor Pro Tem Blackburn, seconded by Council Member Wood to
approve Resolution No. 2015-152, motion carried unanimously.
3. AB #22,000 - Receive report on 1-5 Express Lanes and 1-5/SR 78 Interchange Projects.
Caltrans representative Allan Kosup provided a power point presentation (copy on file in the
Office ofthe City Clerk). Mr. Kosup noted that 200 residents will be impacted by the project
and they will receive some type of mitigation. Community working groups with the cities of
Carlsbad, Oceanside, and some ofthe 78 corridor cities along with public outreach continues to
take place. Social media is also being utilized to keep the public informed. Mr. Kosup responded
to some questions from Council Members.

2. AB #21,999 - Report on water conservation at city facilities.
Public Works Utilities Director Wendy Chambers and Meter Services Supervisor Mario
Remillard provided a PowerPoint presentation (copy on file in the Office ofthe City Clerk).

4. AB #22,001 - Approval of Resolution No. 2015-153, appropriating $50,000 to prepare
feasibility studies for a new Fire Station No. 2 and return to Council with a report and
recommended action.
Fire Chief Mike Davis and Fire Division Chief Mike Calderwood provided a PowerPoint
presentation (copy on file in the Office of the City Clerk).
ACTION: On a motion by Mayor Pro Tem Blackburn, seconded by Council Member Wood to
approve Resolution No. 2015-153, motion carried unanimously.
