HomeMy WebLinkAbout2015-06-30; City Council; Minutes (2)MINUTES MEETING OF: CITY OF CARLSBAD CITY COUNCIL (Regular Meeting) DATE OF MEETING: June 30, 2015 TIME OF MEETING: 6:00 p.m. PLACE OF MEETING: City Council Chamber, 1200 Carlsbad Village Drive, Carlsbad, CA 92008 CALL TO ORDER: 6:00 p.m. ROLL CALL: Hall, Blackburn, Schumacher, Wood, Packard INVOCATION: None. PLEDGE OF ALLEGIANCE: Council Member Wood led the Pledge of Allegiance. APPROVAL OF MINUTES: Motion by Mayor Pro Tem Blackburn and seconded by Council Member Wood to approve minutes, motion carried unanimously. Minutes ofthe Regular Meeting held June 16, 2015. PRESENTATIONS: Presentation of proclamation in recognition of Parks & Recreation Month, July 2015. PUBLIC REPORT OF ANY ACTION TAKEN IN CLOSED SESSION: Mayor Hall announced that no items were heard and the meeting was continued to date uncertain. CONSENT CALENDAR: Motion by Mayor Pro Tem Blackburn and seconded by Council Member Wood to approve items 1-3, motion carried unanimously. WAIVER OF ORDINANCE TEXT READING: This is a motion to waive the reading ofthe text of all ordinances and resolutions at this meeting. 1. AB #22,018 - Approval of Resolution No. 2015-168, authorizing the City of Carlsbad to accept and appropriate $200,000 in FY 2014 UASI funds to upgrade the RCS microwave transport network to an IP/Ethernet capable network, and to enter into an agreement with Aviat Networks, Inc. for installation, as part of the Next Generation Regional Communication System replacement. 2. AB #22,019 - Report on city investments as of May 31, 2015. June 30, 2015 Carlsbad City Council Regular Meeting Page 2 3. AB #22,020 - Approval of Resolution No. 2015-169, approving revisions to General and Management job classifications and establishing new management job classifications of Real Estate Manager and Utilities Asset Manager. ORDINANCE FOR INTRODUCTION: None. ORDINANCES FOR ADOPTION: None. PUBLIC COMMENT: Alex Detabawada, representing Carlsbad High School Green Club, presented a petition regarding clean energy and a climate action plan (on file in the office ofthe City Clerk). Diane Nygaard, representing Preserve Calavera, addressed council regarding the proposed Caruso project and its impact on the environment. Issam Lagrichi extended an invitation to an interfaith Ramadan dinner on Friday, July 3, 2015 at Christ Presbyterian Church. PUBLIC HEARING: 4. AB #22,021 - Approval of Resolution No. 2015-170, approving a Conditional Use Permit to allow a brewery and tasting room on property located at 2719 Loker Avenue West, Suite D, in Local Facilities Management Zone 5 (CUP 15-01). Assistant Planner Chris Garcia gave the report via PowerPoint presentation. Applicant Ben Fairweather gave a PowerPoint presentation. No public speakers. ACTION: Motion by Mayor Pro Tem Blackburn, seconded by Council Member Wood, motion carried unanimously to approve Resolution No. 2015-170. Mayor Hall adjourned to the Special Joint Meeting of the Carlsbad City Council, City of Carlsbad as Successor Agency to the Redevelopment Agency, Carlsbad Municipal Water District Board, Public Financing Authority and Community Development Commission at 6:45 p.m. Meeting reconvened at 7.43 p.m. with all Council Members present. DEPARTMENTAL AND CITY MANAGER REPORTS: None. PUBLIC COMMENT: Alan Miller addressed council regarding short term rentals in restricted coastal zone.
