MEETING OF: CITY OF CARLSBAD CiTY COUNCIL AND PLANNING COMMISSION
(Joint Special Meeting)

CALL TO ORDER: 9:00 a.m.
ROLL CALL: Hall, Blackburn, Schumacher, Wood, Packard
Mayor Hall adjourned the City Council Meeting and reconvened to the Joint Special Meeting of
the City Council and the Planning Commission.
Planning Commission Chairperson Scully called the Planning Commission meeting to order and
asked for the roll call to be taken.
The Planning Commission meeting was adjourned and reconvened to the Joint Special Meeting
ofthe City Council and Planning Commission where Mayor Hall chaired the meeting.
PLEDGE OF ALLEGIANCE: Mayor Hall led the Pledge of Allegiance.
STAFF IN ATTENDANCE: Special General Counsel Ron Ball, Interim City Manager Kathy Dodson,
City Clerk Barbara Engleson, and Assistant City Clerk Shelley Collins
Mayor Hall briefly described the agenda for the day and asked the Interim City Manager to
introduce staff.
PLANNING COMMISSION PUBLIC HEARING
1. Receive a staff report and public testimony regarding certification of a program
Environmental Impact Report (including Findings of Fact, A Statement of Overriding
Considerations, and a Mitigation Monitoring and Reporting Program) for the Draft General
Plan and Climate Action Plan; and approval of a Comprehensive Update to the General Plan,
including the Housing Element, and a new Climate Action Plan; and approval of Associated
Amendments to the Zoning Ordinance, Zoning Map, Local Coastal Program, Citywide Facilities
and Improvements Plan and an Allocation from the Excess Dwelling Unit Bank.
ACTION: Received report and public testimony.
Interim City Manager Kathy Dodson introduced Don Neu, City Planner, David de Cordova,
Principal Planner, and Jennifer Jesser, Senior Planner.
City Planner Don Neu began the staff presentation on the General Plan Overview at 9:05 a.m.
including a PowerPoint presentation.

Senior PlannerJennifer Jesser gave a staff presentation on three key topics: Land use designation
changes. Housing Element Update and the Mobility Element at 9:16 a.m. including a PowerPoint
presentation.
Principal Planner David de Cordova gave a staff presentation on Housing Element, Mobility
Element, and Climate Action Plan at 9:48 a.m. including a PowerPoint presentation.
Council Member Wood left the dais at 9:58 a.m. and returned at 10:00 a.m., with all Council
Members present.
Council Member Packard left the dais at 10:28 a.m. and returned at 10:30 a.m., with all Council
Members present.
Council Member Schumacher left the dais at 10:31 a.m. and returned at 10:34 a.m., with all
Council Members present.
City Planner Don Neu continued discussing the Environmental Impact Report at 10:35 a.m.
including a PowerPoint presentation and concluded the presentation at 10:38 a.m.
Mayor Hall called for a recess at 10:40 a.m. and returned to Joint Special Meeting at 10:45 a.m.
with all Council Members present.
Mayor Hall opened the Public Hearing and asked for public comment.

Mayor Hall called for a break at 1:50 p.m. and resumed the meeting at 2:04 p.m., with all Council
Members present.
Elizabeth Banks spoke on the Caruso Project and Sherry Alvarado spoke on the Carlsbad Village
Medal Building.
Interim City Manager Kathy Dodson reintroduced Don Neu, City Planner to respond to some of
the public comment.
Mayor Hall adjourned the Joint City Council and Planning Commission Meeting at 2:41 p.m.
Chairperson Scully called for a recess at 2:41 p.m. to allow the City Council to leave the meeting
and continue the Public Hearing to Wednesday, July 22, 2015 at 4:00 p.m. to be held at City Hall
City Council Chamber.
