PLEDGE OF ALLEGIANCE: None. APPROVAL OF MINUTES: Motion by Mayor Pro Tem Blackburn, seconded by Council Member Wood to approve minutes, the motion carried unanimously. July 21, 2015 City Council and Carlsbad Municipal Water District Board Joint Special Meeting 2 Mayor Hall adjourned to the Special Meeting of the Carlsbad Municipal Water District Board at 9:02 a.m. Meeting reconvened at 9:20 a.m. with all Council Members present. PUBLIC COMMENT: None. 2. AB #22,040 - Presentation on Quarterly Capital Improvement Program (CIP) Projects Status Report for period ending June 30, 2015. A PowerPoint presentation was provided (copy on file in the Office ofthe City Clerk) by Public Works Director Pat Thomas and Engineering Manager Glen Van Peski. The PowerPoint included a spreadsheet depicting the status and cost of current projects underway. Mr. Thomas stated there are currently 258 continuing and new projects with a total cost of $496 million underway. Typically, an average of 20 to 30 projects are completed per year with an additional 20 to 30 projects added each year. Council Member Wood asked ifthe Carlsbad Unified School District has been notified about the temporary closure of the Cole and Dove Libraries during reconstruction and Library Services Director Heather Pizzuto responded that yes, numerous methods of communication have been engaged and she is confident that the school district is aware of the dates of closure. In addition the City of Carlsbad has employed the website and social media venues to keep the citizens informed ofthe reconstruction timeline. Mayor Hall, Council Member Wood and Council Member Schumacher all asked questions about the Carlsbad Village double-tracking project. Mr. Van Peski responded that the trenching goal is included and the safety features of trenching are being emphasized in ongoing negotiations with SANDAG. Mayor Hall requested further information with regard to the status ofthe park in Robertson Ranch, noting this is a Growth Management Standard item, and Mr. Van Peski agreed to provide a timeline for the park to the City Council. Mayor Hall informed staff that he has noticed some parts of the City of Carlsbad's website is not always current. Interim City Manager Kathy Dodson responded that whenever outdated information is observed, to please bring it to her attention. It is staff's goal to always update and maintain current information on the city's website. Council Member Blackburn asked about purple pipe water (recycled water lines) availability for residential use in the future. Mr. Thomas responded that the State of California has an ordinance in process that will dictate a new model landscape requiring the installation of gray water irrigation systems in new construction. AB #22,041 - Presentation of a report on Buena Vista Lagoon Enhancement Project. A PowerPoint presentation was provided (copy on file in the Office of the City Clerk) by SANDAG representative Keith Greer. Mr. Greer reported on the draft Environmental Impact Report (EIR) currently out for public review. There will be a public workshop held on Thursday, July 23, 2015 at 5:30 p.m. at the Carlsbad Senior Center to solicit public feedback on the four (4) salt vs. fresh water options being evaluated. This will be an open house format where the public will be encouraged to participate. Mr. Greer stated that the lagoon has approximately 2-4 feet of "muck" below the shallow surface of water and the health ofthe lagoon is in jeopardy. The prevalence of cattails slow the flow of water and add to potential flood situations. The cattails also prevent the effective treatment of mosquito mitigation and have grown substantially, taking over 60 acres of open water since the last dredging. Council Member Packard asked what will be the main consideration determining which method is used to rehabilitate the lagoon. Mr. Greer responded that there are several factors including cost benefit analysis, flooding, vector control and water quality. The option that provides the most benefits will likely prevail.
