INVOCATION: None.
PLEDGE OF ALLEGIANCE: Council Member Schumacher led the Pledge of Allegiance.
APPROVAL OF MINUTES:
Motion by Mayor Pro Tem Blackburn, seconded by Council Member Wood to approve minutes.
Motion carried unanimously.

PRESENTATIONS:
Mayor Hall presented a proclamation in recognition of Rideshare Week 2015 to Craig Williams,
Mobility Manager.
Council Member Schumacher presented a proclamation in recognition of National Arts &
Humanities Month October 2015 to Vincent Kitch, Cultural Arts Manager, and Sibylla Voll,
member ofthe Arts Commission.
Mayor Hall presented Parks and Recreation Director Chris Hazeltine, the presentation of a
proclamation in recognition of Parks & Recreation Department Accreditation. The fourth agency
in California and one of 136 agencies nationwide that hold this accreditation.
CONSENT CALENDAR:
Motion by Mayor Pro Tem Blackburn, seconded by Council Member Wood. Motion carried
unanimously to approve items 1-11.
WAIVER OF ORDINANCE TEXT READING;
This is a motion to waive the reading of the text of all ordinances and resolutions at this meeting.
1. AB #22,095 - Approval of Resolution No. 2015-245, expressing its intent to initiate
proceedings pursuant to Chapter 11.08 ofthe Carlsbad Municipal Code and calling a Public
Hearing on November 3, 2015 to determine whether the public health, safety, or welfare

require the formation of an Underground Utility District on Valley Street between Chestnut
Avenue and Magnolia Avenue, Project No. 6019.
2. AB #22,096 - Approval of Resolution No. 2015-246, approving a License Agreement between
the CityofCarlsbad and Encina Wastewater Authority forthe useof the "South Parcel" during
the construction of the Agua Hedionda Sewer Lift Station and Vista/Carlsbad Interceptor
Sewer Reaches VC11B-VC15, Project Nos. 3492, 3886, 3949 and 5027.
3. AB #22,097 - Approval of Resolution No. 2015-247, authorizing out-of-state travel for the
Emergency Preparedness Coordinator to attend the U.S. Chamber Foundation Corporate
Citizenship Awards ceremony in Washington D.C. on October 6, 2015.
4. AB #22,098 - Approval of Resolution No. 2015-248, authorizing the Carlsbad Fire Department
to accept grant funds from the 2015 San Diego Gas and Electric (SDG&E) SAFE San Diego
Community Emergency Response Team (CERT) Grant Program award in the amount of
$2,500.
5. AB #22,099 - Approval of Resolution No. 2015-249, authorizing the City Manager or designee
to execute, in the name ofthe City of Carlsbad, all necessary forms for the purpose of applying
for grant funding from the Federal State Homeland Security Grant Program in the amount of
$81,856, to enhance fire and police emergency preparedness.
6. AB #22,100 - Approval of Resolution No. 2015-250, authorizing out-of-state travel for Library
Assistant II Mayra Turchiano to attend the Feria International Book Fair in Guadalajara, Jalisco
Mexico from November 29 to December 5, 2015.
7. AB #22,101 - Approval of Resolution No. 2015-251, appointing Arline Carrillo to the Housing
Commission.
8. AB #22,102 - Approval of Resolution No. 2015-252, reappointing two members to the senior
commission, David Tweedy and Ray Pearson.
9. AB #22,103 - Approval of Resolution No. 2015-253, approving and authorizing the purchase
of furniture and equipment for the Cole Library Renovation Project, Project No. 4020 from
G/M Business Interiors in an amount not to exceed $154,403.
10. AB #22,104 - Accept and file report on City Investments as of August 31, 2015.
11. AB #22,105 - Approval of Resolution No. 2015-254, authorizing the expenditure of $169,754
to Forms+Surfaces for the fabrication and delivery of 68 trash/recycling receptacles and 14
decorative benches within the outlying Village and adjacent coastline.

ORDINANCES FOR ADOPTION:
12. AB #22,106 - Adopt Ordinance No. CS-286, amending Chapter 3.40 ofthe Carlsbad Municipal
Code setting forth procedures for the establishment of a reimbursement fee for funding the
reimbursement of certain costs of construction eligible improvements.
No public speakers.
City Attorney Brewer explained the item and read the ordinance by title only.
ACTION: Motion by Mayor Pro Tem Blackburn, seconded by Council Member Wood. Motion
carried unanimously to adopt Ordinance No. CS-286.
13. AB #22,107 - Adopt Ordinance No. CS-287, approving a zoning ordinance amendment, zone
change and local coastal program amendment to ensure consistency with the updated
General Plan by amending the minimum residential density for Mixed Use, removing the
references to "RHNA Base" density, and amending the Office Zone to conditionally permit
professional care facilities.

City Attorney Brewer explained the item and read the ordinance by title only.
ACTION: Motion by Mayor Pro Tem Blackburn, second by Council Member Wood. Motion
carried unanimously to adopt Ordinance No. CS-287.
PUBUC COMMENT:
Students from Valley Middle School Robotics Team spoke to the topic of waste management
compost.
Laurie Boone spoke about the Citizen's Academy and encouraged other residents to attend.
PUBUC HEARING: None.
Mayor Hall adjourned to the Special Meeting of the Carlsbad Municipal Water District Board of
Directors at 6:22 p.m. Meeting reconvened at 6:36 p.m. with all Council Members present.
DEPARTMENTAL AND CITY MANAGER REPORTS:
15. AB #22,108 - Approval of Resolution No. 2015-256, accepting a Cal OES type-3 fire engine
valued at $242,000 and its associated equipment valued at $30,000 for use when called upon
to provide mutual aid for wildland fires and other disasters throughout the state.

Interim City Manager Dodson introduced the item as well as Fire Chief Mike Davis and Chief
Mike Lopez who provided the report and a PowerPoint slide photo ofthe engine.
ACTION: Motion by Mayor Pro Tem Blackburn, seconded by Council Member Wood. Motion
carried unanimously to approve Resolution No. 2015-256.
