PLEDGE OF ALLEGIANCE: Council Member Schumacher led the Pledge of Allegiance. APPROVAL OF MINUTES: Motion by Mayor Pro Tem Blackburn, seconded by Council Member Wood to approve minutes. Motion carried unanimously. Minutes ofthe Special Meeting held September 17, 2015. Minutes of the Joint Special Meeting held October 6, 2015. (City Council only) PRESENTATIONS: Mayor Pro Tem Blackburn read the proclamation in recognition of Red Ribbon Week and presented it to Suzette Lovely, CUSD Superintendent. Others in attendance of recognition were Student Service Specialist Rosemary Eshelman, CUSD Board Member Ctaudine Jones, and San Dieguito Alliance for Drug Free Youth Representative Nancy Logan. Mayor Hall adjourned the meeting for a brief recess at 6:15 p.m. and reconvened the meeting at 6:19 p.m. PUBUC REPORT OF ANY ACTION TAKEN IN CLOSED SESSION: Closed Session was adjourned at 5:45 p.m. to reconvene meeting at the end ofthe regular meeting. CONSENT CALENDAR: Motion by Mayor Pro Tem Blackburn, seconded by Council Member Wood to approve items 1-5, 7-8. Motion carried unanimously. October 20, 2015 Carlsbad City Council Regular Meeting Page 2 WAIVER OF ORDINANCE TEXT READING: This is a motion to waive the reading of the text of ali ordinances and resolutions at this meeting. 1. AB #22,113 - Approval of Resolution No. 2015-258, approving Amendment No. 2 to the Agreement with Saving Sacred Sites for Native American monitoring services on the El Camino Real Road Widening, Tamarack Avenue to Chestnut Avenue, Project No. 3957. 2. AB #22,114 - Approval of Resolution No. 2015-259, approving an agreement for Parks and Recreation feasibility study and business plan services with Pros Consulting, LLC for a proposed multiuse, multigenerational community recreation center and outdoor adventure activity park. 3. AB #22,115 - Approval of Resolution No. 2015-260, accepting bids and award of contract for construction ofthe 2015 Concrete Replacement Project No. 6013-15. 4. AB #22,116 - Approval of Resolution No. 2015-261, accepting the contract for construction of the Carlsbad Boulevard Overhead Railing Improvements and RetainingWall Rehabilitation, Project No. 6016 and 3557, as complete; and directing the City Clerk to record a Notice of Completion and release bonds in accordance with state law and city ordinances. 5. AB #22,117 - Approval of Resolution No. 2015-262, accepting the contract for construction of the Faraday Avenue Fiber Optic Improvements, Project No. 4050-1, as complete; and directing the City Clerk to record a Notice of Completion and release bonds in accordance with state law and city ordinances. 6. AB #22,118 - Approval of Resolution No. 2015-263, establishing a calendar of the dates and locations for regular meetings ofthe Carisbad City Council for calendar year 2016. Item 6 was pulled by Council Member Wood who proposed that the calendar for the month of May be changed to May 3,10, and 17 omitting meeting on the 24^^. Motion by Mayor Pro Tem Blackburn, seconded by Council Member Wood to approve the amendments to item 6. Motion carried unanimously. 7. AB #22,119 - Approval of Resolution No. 2015-264, authorizing the appropriation of $18,778 in Housing Trust Funds to support the North County Regional Winter Shelter Program. 8. AB #22,120 - Approval of Resolution No. 2015-265, approving an agreement between the City of Carisbad and Michael Baker International; and, approving an appropriation for said agreement to complete a sea level rise analysis and a comprehensive update to the city's Local Coastal Program and Zoning Ordinance (ZCA 15-04/LCPA 15-07). Deb Farro with Josh and Luna asked for financial assistance with the "Halloween in the Village" event and promotional support. PUBUC HEARING: None. Mayor Hall adjourned to the Special Meeting of the Carlsbad Municipal Water District Board of Directors at 6:29 p.m. Meeting reconvened at 6:30 p.m. with all Council Members present. DEPARTMENTAL AND CITY MANAGER REPORTS: 12. AB #22,121 - Approval of Resolution No. 2015-266, approving the professional services agreement with Roesling Nakamura Terada Architects, Inc. to provide Bridging Consultant Services for the Maintenance & Operations Center, Project No. 3572, in the amount of $660,864. Interim City Manager Kathy Dodson introduced the item and Public Works Director, Pat Thomas and Public Works Supervisor, Jesse Zunke who provided a PowerPoint presentation. ACTION: Motion by Mayor Pro Tem Blackburn, seconded by Council Member Wood. Motion carried unanimously to approve Resolution No. 2015-266. PUBUC COMMENT: None. COUNCIL REPORTS AND COMMENTS: Mayor Hall and Council Members reported on activities and meetings of some committees and sub-committees ofwhich they are members. Council adjourned into Closed Session at 6:55 p.m. and adjourned into open session at 7:05 p.m. 1.
