PLEDGE OF ALLEGIANCE: Mayor Pro Tern Blackburn led the Pledge of Allegiance. APPROVAL OF MINUTES: Motion by Mayor Pro Tern Blackburn, seconded by Council Member Wood to approve minutes, motion carried unanimously. Accepting: John Rodenhausen, President, Friends of Carrillo Ranch, Inc. Board Members attending: Joan Kindle, Bonnie Dominguez, and George Wooldridge. PUBLIC REPORT OF ANY ACTION TAKEN IN CLOSED SESSION: There was no reportable action. CONSENT CALENDAR: Motion by Mayor Pro Tern Blackburn and seconded by Council Member Wood to approve items 1-5, motion carried unanimously. WAIVER OF ORDINANCE TEXT READING: This is a motion to waive the reading of the text of all ordinances and resolutions at this meeting. 1. AB #22,150 — Receive and file boards, commissions, and committees Local Appointments List for 2016. December 1, 2015 Carlsbad City Council Regular Meeting Page 2 2. AB #22,151 — Approval of Resolution No. 2015-298, approving an agreement between the City of Carlsbad and MetaSource, LLC for digitization and scanning services of development related files for an amount not to exceed $200,000. 3. AB #22,152 — Approval of Resolution No. 2015-299, accepting the annual financial report on capital project funds and special taxes pursuant to California Government Code Sections 50075, 66001 and 66006. 4. AB #22,153 — Approval of Resolution No. 2015-300, authorizing settlement of Workers' Compensation claim of Michael Smith for $175,000. 5. AB #22,154 — Report on City Investments as of October 31, 2015. ORDINANCE FOR INTRODUCTION: 6. AB #22,155 — Introduce Ordinance No. CS-289, updating, recodifying and adopting the Carlsbad Municipal Code as the Code of Ordinances for the City of Carlsbad. City Manager's Recommendation: Introduce Ordinance No. CS-289 by title only and schedule the second reading and adoption of the ordinance for a future meeting. No public speakers. City Attorney Brewer explained the item and read the ordinance by title only. ACTION: Motion by Mayor Pro Tern Blackburn and seconded by Council Member Wood, to hold first reading of Ordinance No. CS-289 by title only, and scheduled a public hearing and the second reading and adoption of Ordinance No. CS-289 on December 15, 2015. Motion carried unanimously. ORDINANCES FOR ADOPTION: None. PUBLIC COMMENT: Brian Connor, regarding use of residential garages for non-parking of vehicles, vehicles parking/stored on easements, street design. The following people spoke regarding Pizza Shuttle eviction — Susan Eubanks, Bill Dodson, Kurt Bader, Britt Eubanks. Kerry Siekmann, regarding Caruso project, 85/15 Agua Hedionda South Shore Plan. December 1, 2015 Carlsbad City Council Regular Meeting Page 3 PUBLIC HEARING: 7. AB #22,156 — Approval of Resolution No 2015-301, approving the 2016-2017 Community Development Block Grant (CDBG) Funding Plan and authorizing the distribution of the Notice of Funding Availability. City Manager's Recommendation: Take public input, close the public hearing and adopt Resolution No. 2015-301. Interim City Manager Kathy Dodson introduced the item and Management Analyst Courtney Pene who gave the report and PowerPoint presentation. No speakers. ACTION: Motion by Mayor Pro Tern Blackburn, seconded by Council Member Wood, to approve Resolution No. 2015-301, motion carried unanimously. Mayor Hall adjourned to the Joint Special Meeting of the City Council and Carlsbad Municipal Water District Board of Directors at 6:34 p.m. Meeting reconvened at 7:04 p.m. with all Council Members present. DEPARTMENTAL AND CITY MANAGER REPORTS: 9. AB #22,158 — Presentation of the draft Village and Barrio Master Plan. City Manager's Recommendation: Receive and file presentation. Mayor Hall and Council Member Packard left the dais at 7:06 p.m., citing a possible conflict of interest as they own property in the subject area. Interim City Manager Kathy Dodson introduced the item and Senior Planner Scott Donnell who gave the report and PowerPoint presentation. No speakers. ACTION: Presentation received and filed in the office of the City Clerk. Mayor Hall and Council Member Packard returned to the dais at 7:28 p.m. PUBLIC COMMENT: None.
