Council adjourned into Closed Session at 4:07 p.m. pursuant to the following:

If circumstances necessitate the absence of a specified designated representative, an
agent or designee may participate in place of the absent representative so long as the
name of the agent or designee is announced at an open session held prior to the closed
session.

The Council reconvened at 5:28p.m. with five members present.
Mayor Hall announced that there was no reportable action taken.
