APPROVAL OF MINUTES:
Minutes of the Special Meeting held October 6, 2015.
Motion by Mayor Pro Tern Wood, seconded by Council Member Blackburn to approve minutes,
the motion carried unanimously.
PRESENTATIONS: None.
PUBLIC REPORT OF ANY ACTION TAKEN IN CLOSED SESSION: No reportable action. Closed
session to reconvene immediately following today's regular meeting.
CONSENT CALENDAR:
Motion by Mayor Pro Tern Blackburn and seconded by Council Member Wood to approve item
#1, motion carried unanimously.
1. AB #22,193 — Approval of Resolution No. 2016-012, appropriating funds in the amount of
$841,000 to address local emergency repair and stabilization of a road-fill failure on Carlsbad
Boulevard.
ORDINANCE FOR INTRODUCTION: None.
ORDINANCES FOR ADOPTION: None.
PUBLIC COMMENT: None.
PUBLIC HEARINGS: None.
Mayor Hall adjourned to the special meeting of the Carlsbad Municipal Water District Board at
9:08 a.m. and reconvened at 9:16 a.m. with all council members present.
DEPARTMENTAL AND CITY MANAGER REPORTS:
3. AB #22,194 — Quarterly Municipal Projects and Council Goals status report for period ending
December 31, 2015.
A PowerPoint presentation was provided (copy on file in the Office of the City Clerk), by Public
Works Director Pat Thomas and Community and Economic Development Director Glen Van Peski.
City Manager's Recommendation: Receive and file (see attached).
No speakers.
ACTION: Presentation received and filed in the office of the City Clerk.
4. AB #22,195 — Receive a staff report and provide direction to staff as to how to proceed with
development and implementation of new proposed Civic Education and Emerging Leaders
Program for high school age students residing within Carlsbad.
A PowerPoint presentation was provided (copy on file in the Office of the City Clerk), by Housing
and Neighborhood Services Director Debbie Fountain.
Following the presentation, Scott Schimmel, President and Chief Guide from The You School led
all in attendance in a couple of exercises meant to offer insight into how The You School works
with teens to increase self-discovery. Mr. Art Barter, Founder and CEO of Servant Leadership
Institute, shared some of the methodology this program uses to teach teens "tools for success."
Council Member Packard requested references from some local businesses and Mr. Barter
agreed to provide some.
Council Member Wood addressed Ms. Fountain and requested that once the programs
presented above are implemented, that some updates with regard to progress and results be
presented to council and the public.
Mayor Hall addressed Ms. Fountain and asked if this program has been implemented in other
cities. Ms. Fountain responded that there are other cities where similar programs have been
created, but this exact program has not been attempted elsewhere.

Mayor Hall noted that programs such as this can add enormous value to a community and he
requested that as a courtesy, local school district administrators, both public and private, be
informed and appropriately involved.

5. AB #22,196 — Approval of Resolution No. 2016-013, accepting the Public Art Master Plan
Presentation — Cultural Arts Manager Vincent Kitch and Consultant Gail Goldman.
ACTION: Council Member Wood moved to continue this item, seconded by Council Member
Blackburn, with a request by Council Member Schumacher, to re-schedule the item for a meeting
when sufficient time can be devoted to hearing this presentation. Interim City Manager Kathy
Dodson advised the item will be the first item on the agenda at the next morning meeting to be
held on February 16, 2016. Motion carried unanimously.
