HomeMy WebLinkAbout2016-01-26; City Council; MinutesMINUTES MEETING OF: CARLSBAD CITY COUNCIL GOAL SETTING WORKSHOP (Special Meeting) DATE OF MEETING: January 26, 2016 TIME OF MEETING: 8:00a.m. PLACE OF MEETING: Carlsbad Water Recycling Facility, 6200 Avenida Encinas, Carlsbad, CA 92011 CALL TO ORDER: 8:01a.m. ROLL CALL: Halt Wood, Schumacher, Blackburn, Packard. PUBLIC COMMENT: Mr. Don Christiansen and Mr. Mike McMahon spoke in favor of alternative and sustainable energy. CITY COUNCIL GOAL SETTING AND PRIORITIZATION: Discussion and prioritization of city-wide goals and objectives, alignment and communications, including direction to staff. 1. Purpose of goals, themes, and priorities 2. City-wide goal setting and prioritization 3. Next steps Dick Bowers and Trudy Sopp, with The Centre for Organizational Effectiveness, moderated this meeting. Discussion about policy, communication and administrative action ensued with the consensus that moving forward the council would work harder at working together. It was also agreed that the city manager and staff would work more closely with the city council. It was suggested that staff would begin giving goal and objective updates on a quarterly basis setting a structure to promote enhanced opportunities for communication resulting in a better informed city council. It was agreed that meeting quarterly to examine goals and establish and apprise accountability would also be a good start. Mayor Hall called a recess at 9:27a.m. and reconvened at 9:39a.m. with all council members present. Each council member proceeded to present their top goals. January 26, 2016 Carlsbad City Council Special Meeting Page 2 Mayor Pro Tern Wood led with her list of the following goals: • Become a leader in transportation and circulation in our region • Create visionary programs such as sustainable energy in our city • Use our city facilities optimally and begin to create a sense of pride and a sense of community. She stated that city hall dates back to 1968 and no longer accommodates our citizens • Preserve and develop a coastline that mirrors the active, healthy, creative lifestyle in Carlsbad • Initiate a program of stewardship within city government • Continue to look for opportunities to vitalize the Village of Carlsbad and the Barrio, to make those areas strong and sustainable parts of the City of Carlsbad Council Member Packard delivered his list of the following goals under the umbrella: "Enhance the social, economic and environmental sustainability ofthe community." • Trenching the railroad tracks through the Village and the Barrio within six years • Enhancing our coastal corridor to improve the sociat economic and environmental health of our community • Enhance and support our business community through advanced degree programs and teen leadership development in order to foster the next generation of leaders for Carlsbad • Continue providing streams of resources and revenue for the city Council Member Blackburn delivered his list of the following goals: • Traffic technology • Trenching the railroad tracks through the Village and the Barrio • Coastal corridor enhancements including use, access, traffic, parking, beautification and safety • Civic Center-it's time to identify a location and a path • Enhancements in the Village to emulate a promenade, such as the ambiance found along Third Street in Santa Monica • New mall ownership should be an opportunity for the City to collaborate on improvements • Discussion needs to begin as to what the City will do with the property vacated by the Encina power plant when the current plant is removed • Energy sustainability at 100 percent in the City of Carlsbad January 26, 2016 Carlsbad City Council Special Meeting Page 3 Council Member Schumacher delivered his list ofthe following goals: • Create a first class public arts program • City Hall or Civic Centerto bring staff and elected officials together under one roof. He cited the example of the City of San Marcos leasing out space in their civic center when they don't need it, but utilizing it when they do • Make better use of the City's real estate holdings. Create revenue rather than allow properties to sit vacant • Coastal corridor • Trenching the railroad tracks through the Village and the Barrio • The city owned golf course needs to be financially independent with a positive cash flow by next year • Complete the Poinsettia reach road Mayor Hall delivered his list of the following goals: • Coastal corridor • Trenching the railroad tracks through the Village and the Barrio • Village and Barrio enhancements • Leader in transportation • Development of the next generation of leaders • New opportunities on the horizon including the power plant site and blue technology • A process allowing the members of the Council to add and/or adjust goals and ideas Discussion continued regarding communication and elevating collaboration between Council and staff, fully utilizing community serving assets, keeping technology at the forefront of the City's organizational values and getting people around the City of Carlsbad. Mayor Hall called a recess at 10:57 a.m. and reconvened the meeting at 11:08 a.m. with all council members present. Following the break, the discussion resumed with Mayor Hall emphasizing innovative government and Mayor Pro Tern Wood and Council Member Schumacher noted that a sense of place can be felt in cities such as Laguna Beach which offers numerous coastline amenities, public spaces, open air trolleys (no stress expressL shops, art galleries and restaurants that bring people together. Other cities notable for their "sense of place" were discussed. Mayor Hall called a recess at 11:31 a.m. and reconvened the meeting at 12:35 p.m. with all council members present. January 26, 2016 Carlsbad City Council Special Meeting Page 4 The communal goals, themes and priorities were reviewed as follows: • Coastal Corridor enhancements • Trenching of the railroad tracks • Village and Barrio vitalization • Transportation leadership • Civic Center The final list of goals include: • Sustainable energy • Stewardship within the City of Carlsbad • Enhance business through education • Public Art • Real Estate Assets • New opportunities Interim City Manager Kathy Dodson noted that the Public Arts Master Plan will be brought to the council at the February 16, 2016 workshop meeting. Adjournment: Meeting was adjourned at 1:36 p.m.
