HomeMy WebLinkAbout2016-04-26; City Council; Minutes (2)MINUTES MEETING OF: CITY OF CARLSBAD CITY COUNCIL (Regular Meeting) DATE OF MEETING: Tuesday, April 26, 2016 TIME OF MEETING: 6:00 p.m. PLACE OF MEETING: City Council Chamber, 1200 Carlsbad Village Drive, Carlsbad, CA 92008 CALL TO ORDER: 6:00 p.m. ROLL CALL: Hall, Wood, Schumacher, Blackburn, Packard INVOCATION: None. PLEDGE OF ALLEGIANCE: Cub Scout Pack 740 led the Pledge of Allegiance. PUBLIC REPORT OF ANY ACTION TAKEN IN CLOSED SESSION: City Attorney Celia Brewer announced that council met in closed session to consider three existing litigation cases. Council voted unanimously to settle the case of Yeager v. City of Carlsbad in the amount of $17,500. There was no reportable action for the remaining two items. APPROVAL OF MINUTES: Minutes of the Regular Meeting held April 12, 2016. Minutes of the Special Meeting held April19, 2016. Motion by Mayor Pro Tern Wood, seconded by Council Member Schumacher, to approve the minutes as presented. Motion carried unanimously, 5/0. PRESENTATIONS: Lynette Short, CaiFire representative, presented the 2015 Tree USA Award to the city and recognized Arbor Week. Emergency Preparedness Coordinator David Harrison introduced the newest CERT graduates. CONSENT CALENDAR: Mayor Hall announced that Item No. 1 was pulled by the city manager's office. ACTION: Motion by Mayor Pro Tern Wood, seconded by Council Member Schumacher, to approve Consent Calendar Item Nos. 2 through 5. Motion carried unanimously, 5/0. 1. Item pulled. AB #22,266 -Approval of a resolution authorizing a Request for Proposals for civic center space planning. April 26, 2016 Carlsbad City Council Regular Meeting Page 2 2. AB #22,267-Approval of Resolution No. 2016-073 authorizing the purchase of an ambulance chassis and cab remount from Emergency Vehicle Group for $162A11. 3. AB #22,268 -Approval of Resolution No. 2016-074 authorizing out of state travel for Fire Marshal Metz to attend the Congressional Fire Service Institute's National Fire and Emergency Symposium in Washington D.C. on May 4-5, 2016. 4. AB #22,269-Approval of Resolution No. 2016-075 approving an agreement with Angelo's Furniture Refinishing and Repair in the amount of $165,161 to refurbish and refinish furniture for the Dove Library Renovation, Project No. 4030. 5. AB #22,270-Approval of Resolution No. 2016-076 accepting bids and awarding a contract to Cyber Professional Solutions Corp. in the amount of $529,200 for Dove Library Exterior Improvements, Project No. 4030. ORDINANCES FOR INTRODUCTION: None. ORDINANCES FOR ADOPTION: None. PUBLIC COMMENT: Linda Breen addressed council regarding the pace of development, building height and density, and a parking study for the Barrio/Village area. She also stated that she did not receive a response from her letter regarding the general plan. Julie Sjdpur spoke about the Barrio/Village plan, and cause and effect of population decline. Noel Breen addressed council regarding the Village/Barrio plan, building heights, the pace of development, and about master planning in Florida. PUBLIC HEARING: 6. AB #22,271-Approval of Resolution No. 2016-077 ordering the fire chief to abate nuisances by having weeds, rubbish and refuse removed. Marshal Randy Metz introduced the item and stated that 215 parcel owners were notified and invited to attend the public hearing. Mayor Hall opened the public hearing at 6:29p.m. Speakers: None. Mayor Hall closed the public hearing at 6:30p.m. ACTION: Motion by Mayor Pro Tem Wood, seconded by Council Member Schumacher, to approve Resolution No. 2016-077. Motion carried unanimously, 5/0. April 26, 2016 Carlsbad City Council Regular Meeting Page 3 DEPARTMENTAL AND CITY MANAGER REPORTS: 7. AB #22,272 -Quarterly municipal and private development projects status reports for the period ending March 31, 2016. Public Works Director Pat Thomas and Community and Economic Development Director Glen Van Peski gave the report and PowerPoint presentation (on file in the office of the City Clerk). In response to questions by council members, Mr. Thomas stated that the city is working on a web application for the city's website to show the status of projects for the public. He also stated that the Blue Toad application was currently a mapping tool at the traffic management center but that the city is working on a way to make it accessible to the public. Regarding growth management, Mr. Thomas responded that the number of anticipated units per year was 400, but that it was currently less than 300 units, with Bressi Ranch still awaiting approvals. ACTION: The reports were received. 8. AB #22,273-Presentation of update on Dove Library Renovation Project, Project No. 4030. Library and Cultural Arts Director Heather Pizzuto and Municipal Projects Manager Steve Didier presented the report and PowerPoint presentation (on file in the office of the City Clerk). Ms. Pizzuto announced the reopening of the Cole Library and stated that the Dove Library was on schedule with an anticipated opening in time for the summer reading program. Council Member Schumacher and Mayor Hall recognized the aggressive construction schedule for both libraries, and thanked staff. ACTION: The presentation was received. 9. AB #22,274-Adoption of Resolution No. 2016-078 approving recommended public artwork concept designs for Aviara Community Park Improvement Project. Cultural Arts Manager Vincent Kitch gave the staff report and PowerPoint presentation (on file in the office of the City Clerk). Speakers in support: Leslie Harden Ed Szymczak Tina Schmidt, Arts Commission Chair ACTION: Motion by Mayor Pro Tem Wood, seconded by Council Member Schumacher, to approve Resolution No. 2016-078. Motion carried unanimously, 5/0. April 26, 2016 Carlsbad City Council Regular Meeting Page 4 10. AB #22,275 -Approval of Resolution No. 2016-079 appointing one member to the Planning Commission. ACTION: Motion by Mayor Pro Tem Wood, seconded by Council Member Schumacher, to approve Resolution No. 2016-078, reappointing Neil Black to the Planning Commission. Motion carried unanimously, 5/0. COUNCIL REPORTS AND COMMENTS: Mayor Hall and council members reported on activities and meetings of some committees and sub-committees of which they are members. CITY MANAGER COMMENTS: None.
