PLEDGE OF ALLEGIANCE: Mayor ProTem Wood led the Pledge of Allegiance. APPROVAL OF MINUTES: None. CONSENT CALENDAR: None. ORDINANCE FOR INTRODUCTION: None. ORDINANCE FOR ADOPTION: 1. AB #22,286 -Consider adoption of Ordinance No. CS-296 amending Title 7 of the Carlsbad Municipal Code adding Chapter 7.16 regulating the sale of dogs and cats in retail stores in the City of Carlsbad. City Attorney Celia Brewer titled the Ordinance. ACTION: Motion by Mayor Pro Tern Wood, seconded by Council Member Schumacher, to adopt Ordinance No. CS-296. Motion carried unanimously. 4/0/1 (Packard-Absent} PUBLIC COMMENT: Mehdi Sarram expressed his appreciation for the City's traffic management plan. May 10, 2016 Carlsbad City Council Regular Meeting Page 2 DEPARTMENTAL AND CITY MANAGER REPORTS: 2. AB #22,287-Presentation from the Administrative Services Director relating to the proposed ballot measure to reconstruct Fire Station 2. Administrative Services Director Chuck McBride and Fire Chief Mike Davis reviewed the report and presented a PowerPoint presentation (on file in the Office ofthe City Clerk). Director McBride reviewed the following proposed ballot language: "Do the voters of the City of Carlsbad approve spending existing city funds from various sources, including the General Fund, in an amount to exceed $1 million to construct a replacement for Fire Station 2 at an estimated cost range of $7 million up to $10.5 million?" Chief Davis gave an overview of the need to rebuild Fire Station No. 2 and displayed possible elevations. In response to an inquiry from Mayor ProTem Wood, Chief Davis confirmed that the new station will meet Cal OSHA standards. Council Member Blackburn confirmed with staff that the rebuilt fire station will have adequate parking for staff and the public. Council Member Blackburn suggested adding the geographical location of the proposed rebuilt Fire Station 2 to the ballot question. In response to Council Member Schumacher, Chief Davis confirmed that the proposed new design for Fire Station 2 will accommodate current and future anticipated call volume. In response to an inquiry from Mayor Halt Director McBride explained that the recently constructed fire station in the Robertson Ranch area did not require a vote from the residents due to the fact that funding was acquired through Development Impact Fees. Council accepted the report. 3. AB #22,288-Presentation from staff regarding the Leo Carrillo Ranch Historic Park Phase 3 Stables Restoration and Chicken Coop/Restroom Construction Project-Capital Improvement Project No. 4602. Parks and Recreation Director Chris Hazeltine and Park Planning Manager Liz Ketabian presented the report and reviewed a PowerPoint presentation (on file in the Office ofthe City Clerk). John Rodenhausen, representing the Board of Directors of the Friends of Leo Carrillo Ranch, spoke in support ofthe proposed restorations to the Park. May 10,2016 Carlsbad City Council Regular Meeting Page 3 Mayor Pro Tern Wood suggested that artists be given the opportunity to display their artwork at the Ranch. Council received staff's presentation. COUNCIL REPORTS AND COMMENTS: Mayor Hall and Council Members reported on activities and meetings of some committees and sub-committees of which they are members. Mayor Hall requested that staff return at a future Council Meeting to provide a presentation relating to residential/commercial living unit regulations. City Manager Crawford explained that staff would return to Council at a later date with additional information. CITY MANAGER COMMENTS: None. CITY ATTORNEY COMMENTS: None. ANNOUNCEMENTS: None.
