CALL TO ORDER: 6:01 p.m.
ROLL CALL: Hall, Wood, Schumacher, Blackburn, Packard.
APPROVAL OF MINUTES:

Motion by Mayor Pro Tem Wood, seconded by Council Member Schumacher to approve the
minutes. Motion carried unanimously. (5/0) Council Member Packard abstained from the vote
on the minutes of the Regular Meeting held May 10, 2016. Additionally, both Mayor Pro Tern
Wood and Council Member Packard abstained from the vote on the minutes of the Regular
Meeting held May 17, 2016.
CONSENT CALENDAR:
Item Nos. 2 and 3 were brought forward for a vote to be immediately followed by Item No. 1.
Motion by Mayor Pro Tern Wood, seconded by Council Member Schumacher to approve Item
Nos. 2-3. Motion carried unanimously.
2. AB #22,303-Adoption of Resolution No. 2016-101 ratifying the Fiscal Year 2016-17 Animal
Control Services Joint Operating and Financial Plan with the County of San Diego for $618,279.
3. AB #22,304-Report on city investments as of April 30, 2016.
John Lucas, from the Carlsbad Library and Arts Foundation, requested to comment on Item No.
1. He commended the City for the world class quality library that has been built and expressed
his support for Council approval of the item.
Motion by Mayor Pro Tern Wood, seconded by Council Member Schumacher to approve Item
No. 1. Motion carried unanimously.
1. AB #22,302 -Adoption of Resolution No. 2016-100 approving the naming of the courtyard
treescape at the Carlsbad City Library (1775 Dove Lane) contingent upon the execution of an
agreement with Ms. Seligman. (Proposed naming language: "In Loving Memory of Dona Z.
and Melvin M. Meilach.")
ORDINANCE FOR INTRODUCTION: None.
ORDINANCE FOR ADOPTION: None.
PUBLIC COMMENT:
Joe Donegan spoke regarding the ordinance relating to short-term vacation rentals and the
staffing needs required to comply with the ordinance.
Rosanne Bentley spoke regarding coyotes that are being killed on El Camino Real.
Laurie Boone commented on the quality of the new homes located all over Carlsbad. She stated
she was very excited with the prosperity that is happening in Carlsbad.
Karen Merrill on behalf of Preserve Calavera. Ms. Merrill wanted to create awareness and inform
everyone that the city has an ongoing wildlife movement analysis.
Kim Trujillo commented on the signs blocking the handicap access view area at the Tamarack
Beach parking lot.
DEPARTMENTAL AND CITY MANAGER REPORTS:
4. AB #22,305 -Accept the Preliminary Fiscal Year 2016-17 to Fiscal Year 2030-31 Capital
Improvement Program presentation and set the Public Hearing for June 28, 2016.
Finance Manager Helga Stover and Senior Engineer Marshall Plantz, presented the report and
reviewed a PowerPoint presentation (on file in the Office of the City Clerk).
Finance Manager Stover announced that the Citizen Budget Workshop will take place on
Tuesday, June 21, 2016 at 6 p.m. at the Faraday Center located at 1635 Faraday Avenue,
Room 173B.
Council discussion ensued and Staff provided responses regarding funding, the cost
difference between existing pickleball courts and newly proposed pickleball courts, and traffic
light signal systems.
Public Comment
Speakers in favor:
Trudie Stapleton, Ron Rusch, J.D. Duncan, Jan Lewis, Gee Garvin, Jim Schiller, Alex Hamner,
Chad Hamner, Bob Blanco, Richard Toohey, Steven Pierce.
Speakers against:
None.
Council Member Blackburn thanked the public for being patient with the process. Mayor Pro
Tern Wood stated that she had played pickleball before and thanked everyone for their
patience.
ACTION: Motion by Mayor Pro Tern Wood, seconded by Council Member Schumacher, to
accept the report and set the Public Hearing for June 28, 2016. Motion carried 5/0.
5. AB #22,306-Adoption of Resolution No. 2016-102 approving the purchase and use of body
worn cameras by the Police Department and awarding the contract to Taser International,
Inc.
Lieutenant Mickey Williams presented the report and reviewed a PowerPoint presentation
(on file in the Office of the City Clerk).
Mayor Pro Tern Wood asked about the complexity of the body cameras, how they work and
the retention policies. Lieutenant Williams explained that the camera is as big as a deck of
cards and attaches to their uniforms. They are on a 30-second audio and video recording loop.
He stated that they worked hand in hand with the City Attorney's office to establish retention
times.
Council Member Schumacher and Mayor Hall expressed their support for the body worn
cameras.
ACTION: Motion by Mayor Pro Tern Wood, seconded by Council Member Schumacher, to
adopt Resolution No. 2016-102. Motion carried 5/0.
COUNCIL REPORTS AND COMMENTS:
Mayor Hall and council members reported on activities and meetings of some committees and
sub-committees of which they are members.
CITY MANAGER COMMENTS: None.
CITY ATIORNEY COMMENTS: None.

Mayor Hall announced that the Council had been invited to, and may participate in, the following
