INVOCATION:None. PLEDGE OF ALLEGIANCE:Mayor Pro Tern Wood led the Pledge of Allegiance. APPROVAL OF MINUTES: Minutes of the Regular Meeting held September 27, 2016. Motion by Mayor Pro Tern Wood, seconded by Council Member Schumacher, to approve the minutes of the Regular Meeting of September 27, 2016.Motion carried, 5/0. PRESENTATION: Council Member Schumacher presented a Proclamation in recognition of Red Ribbon Week to representatives of Carlsbad Unified School District. Chuck Matthews of the County of San Diego recognized the City of Carlsbad for becoming an official Live Well San Diego Partner. PUBLIC REPORT OF ANY ACTION TAKEN IN CLOSED SESSION:None. CONSENT CALENDAR: ACTION:Motion by Mayor Pro Tern Wood,seconded by Council Member Schumacher,to approve Consent Calendar Item Nos.1 through 7.Motion carried unanimously, 5/0. 1.FY 2016 SAN DIEGO GAS & ELECTRIC GRANT FUNDS —Adoption of Resolution No. 2016-209 approving,accepting and appropriating funds in the amount of $2,500 for Emergency Preparedness Resources through Fiscal Year 2016 San Diego Gas and Electric SAFE San Diego Grant Program. (Staff contact:David Harrison, Fire Department) 2.REVISIONS TO THE 2016 COUNCIL MEETING CALENDAR AND ADOPTION OF THE 2017 REGULAR CITY COUNCIL MEETING CALENDAR —Adoption of Resolution No. 2016-210 revising the 2016 Regular City Council Meeting Calendar; and Adoption of Resolution No.2016-211 approving the 2017 Regular City Council Meeting Calendar. (Staff contact: Nicholas Lourian, Information Technology Department) 5.SUPPORT OF REGIONAL BRIDGE HOUSING SYSTEMS FOR HOMELESS POPULATIONS — Adoption of Resolution No.2016-214 authorizing the appropriation and expenditure of $25,000 in Housing Trust Funds to support the North County Regional Bridge Housing System to provide assistance to the homeless populations. (Staff contact: Courtney Pene, Community & Economic Development Department) 6.SAN DIEGO ASSOCIATION OF GOVERNMENTS (SANDAG)CYCLE 3 REGIONAL ACTIVE TRANSPORTATION PROGRAM GRANT APPLICATIONS—Adoption of Resolution No. 2016-215 authorizing a grant application for the Avenida Encinas Coastal Rail Trail and Pedestrian Improvements Project (CIP #6004) for the SANDAG Cycle 3 Regional Active Transportation Program; and Adoption of Resolution No.2016-216 authorizing a grant application for the Carlsbad Boulevard and Cannon Road Bicycle and Pedestrian Improvements Project (CIP #6054) for the SANDAG Cycle 3 Regional Active Transportation Program.(Staff contact:Craig Williams, Public Works) 7.FOURTH AMENDMENT TO THE TELECOMMUNICATION NETWORK LICENSE AND ENCROACHMENT AGGREEMENT WITH CROWN CASTLE NG WEST,INC.—Adoption of Resolution No. 2016-217 authorizing the City Manager to execute the fourth amendment to the Telecommunication Network License and Encroachment Agreement with Crown Castle NG West, Inc.(Staff contact: Curtis Jackson, City Manager Department) ORDINANCE FOR INTRODUCTION:None. ORDINANCE FOR ADOPTION:None. PUBLIC COMMENT: Frank Silva, President of Rotary Club of Carlsbad, invited the Council and Carlsbad residents to the 8th Annual Veterans Day Military Review. Col.Lawrence Saul,Vice President of the Army & Navy Academy, also extended an invitation to the Military Review on behalf of the President of the Academy. Diane Nygaard, representing Preserve Calavera, expressed appreciation for the manner in which City staff handled resident concerns relating to the palm tree removal at Lake Calavera. Vickey Syage invited the City Council,staff and citizens to the only Carlsbad City Council Candidate Forum open to the public, sponsored and moderated by the Carlsbad High Debate Team. October 25, 2016 Carlsbad City Council Regular Meeting Page 3 Jeremy Horton expressed concerns relating to the lack of consistency between the Parks Master Plan and the proposed updates to Poinsettia Park. Laurie Boone thanked Council and the Mayorfor their public service. Jay Kratt requested housing assistance for his family. Hope Nelson expressed concerns regarding transparency relating to Measure A. PUBLIC HEARING: 8.BREWERY IGNITER —CONDITIONAL USE PERMIT 16-06 —Adoption of Resolution No.2016- 218 approving a Conditional Use Permit to allow two separate brewery tasting rooms as accessory uses in two separate adjacent industrial suites on property located in the Carlsbad Corporate Center at 5840 El Camino Real,Suites 100 and 101,in the M -Q Zone and Local Facilities Management Zone 5.Case Name:Brewery Igniter/Case No.CUP 16-06.(Staff contact:Jason Goff, Community & Economic Development Department) Senior Planner Jason Goff gave an overview of the staff report and reviewed a PowerPoint presentation (on file in the Office of the City Clerk). Bill Hoffman with Hoffman Planning & Engineering, representing the applicant HG Fenton, provided a brief presentation. Tom Gent, owner of the Brewery Igniter, requested support for the project. Mayor Hall opened the duly noticed Public Hearing at 6:48 p.m. Rolly Macias spoke in support of this project. Jeremy Horton expressed concerns relating to the location being close to the skate park. Seeing no one else wishing to speak, Mayor Hall closed the Public Hearing at 6:50 p.m. In response to Mr. Horton's concerns regarding the skate park, Planner Goff stated that this site is not looked at like bars and the ABC license provides conditions of operation. Council Member Packard expressed concerns relating to the number of alcohol serving establishments within close proximity to schools and parks. Council Member Blackburn asked what the City's recourse would be if the CUP was violated. Planning Director Don Neu stated that Planning Commission Condition No.15 restricts live music or other entertainment and that the CUP could be revoked. Council Member Packard requested that the discussion be tabled to allow further discussion relating to alcohol serving density.Motion failed due to lack of second. October 25, 2016 Carlsbad City Council Regular Meeting Page 4 In response to Council Member Packard's concerns,City Manager Crawford confirmed Council's expectation that at a later date, staff would bring back a recommended density for these types of alcohol serving establishments. Council Member Schumacher stated he could support the project as presented.He also stated he would be in favor of seeing data of potential issues with breweries in the County. Mayor Pro Tem Wood echoed Council Member Schumacher's comments and confirmed that the brewery will not be a high volume establishment. Council Member Blackburn stated he would like to see a staff assessment at a later date. However, he could support the project as presented. Mayor Hall stated that this project meets all of the codes, ordinances and zone compliances and that he could support the project. ACTION:Motion by Mayor Pro Tem Wood, seconded by Council Member Schumacher, to take public input,close the public hearing and adopt Resolution No.2016-218.Motion carried, 4/1 (Packard —No.) Mayor Hall adjourned to the Special Meeting of the Carlsbad Municipal Water District at 7:14 p.m. Mayor Hall reconvened the Regular City Council meeting at 7:15 p.m. DEPARTMENTAL AND CITY MANAGER REPORTS: 10. PINE AVENUE PARK COMMUNITY CENTER AND GARDENS (CIP PROJECT NO. 4603)— Adoption of Resolution No. 2016-219 approving the contract documents, plans and specifications for the Pine Avenue Park Community Center and Gardens and authorizing the City Clerk to advertise the project for public bids.(Staff contact:Kyle Lancaster,Parks &Recreation Department) Parks Services Manager Kyle Lancaster reviewed the report and gave a PowerPoint presentation (on file in the Office of the City Clerk). In response to an inquiry from Mayor Hall,Parks & Recreation Director Hazeltine explained that the community center revenue would be about $500,000 with a 70 percent direct cost recovery. Council Member Blackburn thanked staff for all their work on the parks and stated he could support the project. Council Member Packard spoke in support of the project. Council Member Schumacher thanked staff for their work and the residents for coming out to help plan this park. October 25, 2016 Carlsbad City Council Regular Meeting Page 5 Mayor Pro Tern Wood commented on how great it is to be a teenager in Carlsbad with all the libraries and parks. Mayor Hall spoke in support of the project. ACTION:Motion by Mayor Pro Tem Wood, seconded by Council Member Schumacher, to adopt Resolution No. 2016-219.Motion carried unanimously, 5/0. 11. APPOINT THREE MEMBERS TO THE PARKS AND RECREATION COMMISSION —Adoption of Resolution No. 2016-220 appointing three members to the Parks and Recreation Commission for a term ending in August 2020. (Contact:Mayor Hall) ACTION: Motion by Mayor Hall, seconded by Mayor Pro Tem Wood, to adopt Resolution No. 2016-220 appointing Roy Meenes,Ron Withal!and Jengi Martinez to the Parks and Recreation Commission.Motion carried unanimously, 5/0. 12. APPOINT THREE MEMBERS TO THE TRAFFIC SAFETY COMMISSION —Adoption of Resolution No. 2016-221 appointing three members to the Traffic Safety Commission for a term ending in July 2020. (Contact:Mayor Hall) ACTION: Motion by Mayor Hall, seconded by Mayor Pro Tern Wood, to adopt Resolution No. 2016-221 appointing Kathryn Fox,Ervin Poka and Monica Gocan to the Traffic Safety Commission.Motion carried unanimously, 5/0. PUBLIC COMMENT: None. COUNCIL REPORTS AND COMMENTS: Mayor Hall and Council Members reported on activities and meetings of some committees and sub -committees of which they are members.
