APPROVAL OF MINUTES: Minutes of the Adjourned Regular Meeting held November 15, 2016. Motion by Mayor Pro Tem Wood, seconded by Council Member Schumacher, to approve the minutes as presented. Motion carried unanimously, 5/0. PRESENTATIONS:None. CONSENT CALENDAR: ACTION:Motion by Mayor Pro Tern Wood,seconded by Council Member Schumacher,to approve Consent Calendar Item Nos.1 through 6.Motion carried unanimously, 5/0. 1.AGREEMENT WITH SCHMIDT DESIGN GROUP, INC.FOR DESIGN OF THE CITY HALL EXTERIOR SAFETY AND ACCESSIBILITY IMPROVEMENTS,PROJECT NO.4725 —Adoption of Resolution No. 2016-230 approving a Professional Services Agreement with Schmidt Design Group, Inc. for an amount not to exceed $181,781 for the design of the City Hall exterior safety and accessibility improvements. (Staff contact:Brandon Miles, Public Works) 2.PURCHASE TWO REPLACEMENT FIRE ENGINES FROM SEAGRAVE FIRE APPARATUS,LLC — Adoption of Resolution No.2016-231 authorizing the purchase of two replacement fire engines from Seagrave Fire Apparatus,LLC for $1,412,795.(Staff contact: John Maashoff, Public Works) 3.ACCEPTANCE OF CONTRACT FOR CONSTRUCTION OF THE LIBRARY RENOVATION PROJECTS AS COMPLETE, PROJECT NO.4020/4030 —Adoption of Resolution No. 2016-232 accepting the contract for construction of the Library Renovation Projects as complete and directing the City Clerk to record a Notice of Completion and release bonds in accordance with state law and City ordinances. (Staff contact: Steve Didier, Public Works) 4.ACCEPTANCE OF FISCAL YEAR 2016-2017 STATE OF CALIFORNIA OFFICE OF TRAFFIC SAFETY SELECTIVE TRAFFIC ENFORCEMENT PROGRAM GRANT FUNDS —Adoption of Resolution No. 2016-233 accepting and appropriating funds for police equipment and personnel costs November 29, 2016 Carlsbad City Council Regular Meeting Page 2 through the Fiscal Year 2016-2017 State of California Office of Traffic Safety Selective Traffic Enforcement Grant Program. (Staff contact: Matt Thompson, Police) 5.OUT-OF-STATE TRAVEL REQUEST FOR CONSULTATION ON PURCHASE OF A NEW PUBLIC SAFETY COMMAND POST VEHICLE —Adoption of Resolution No. 2016-234 authorizing out-of- state travel December 5-8, 2016 for one Police Lieutenant and one Police Sergeant to travel to Milwaukee, WI and Columbus,OH for consultation on the purchase of a new public safety command post vehicle. (Staff contact: Matt Thompson, Police) 6.REPORT ON CITY INVESTMENTS —Acceptance of report on City Investments as of October 31, 2016. (Staff contact:Nancy Sullivan, Finance) ORDINANCES FOR INTRODUCTION:None. 7.AMENDING TITLE 10, CHAPTER 10.44, SECTION 680 OF THE CARLSBAD MUNICIPAL CODE TO REDUCE THE LENGTH OF THE 40 MILE PER HOUR SPEED ZONE ON BLACK RAIL ROAD — Introduce Ordinance No.CS-310 amending Title 10,Chapter 10.44,Section 680 of the Carlsbad Municipal Code to reduce the length of the 40 mile per hour speed zone on Black Rail Road that currently extends from Sapphire Drive to Aviara Parkway to include only the area from Poinsettia Lane to Aviara Parkway.(Staff contact:John Kim, Public Works) City Attorney Celia Brewer titled the Ordinance. ACTION:Motion by Mayor Pro Tem Wood, seconded by Council Member Schumacher, to introduce Ordinance No.CS-310. Motion carried unanimously, 5/0. ORDINANCES FOR ADOPTION:None. PUBLIC COMMENT: Walt Meier expressed his concerns for the burning shingles on an old firehouse. Tom Hersant spoke regarding an upcoming Carlsbad Sister City Ambassadors' trip to Europe. Brian Connor expressed concerns for traffic located in the Village area. PUBLIC HEARING: 8.2017-2018 COMMUNITY DEVELOPMENT BLOCK GRANT FUNDING PLAN —Adoption of Resolution No.2016-235 approving the 2017-2018 Community Development Block Grant Program Funding Plan and authorizing the distribution of the Notice of Funding Availability. (Staff contact:Courtney Pene, Community & Economic Development) Management Analyst Courtney Pene presented the report and reviewed a PowerPoint presentation (on file in the Office of the City Clerk). Mayor Hall opened the duly noticed Public Hearing at 6:16 p.m. November 29, 2016 Carlsbad City Council Regular Meeting Page 3 Seeing no one wishing to speak Mayor Hall closed the duly noticed Public Hearing at 6:17 p.m. ACTION:Motion by Mayor Pro Tern Wood, seconded by Council Member Schumacher, to take public input,close the public hearing,and adopt Resolution No.2016-235.Motion carried unanimously, 5/0. Mayor Hall adjourned to the Special Meeting of the Carlsbad Municipal Water District at 6:18 p.m. Mayor Hall reconvened the Regular City Council Meeting at 7:29 p.m. DEPARTMENTAL AND CITY MANAGER REPORTS: 10. APPOINT ONE MEMBER TO THE SENIOR COMMISSION —Adoption of Resolution No. 2016- 236 appointing one member to the Senior Commission for a term ending in September 2020. (Contact:Mayor Hall) ACTION:Motion by Mayor Pro Tem Wood, seconded by Council Member Schumacher, to adopt Resolution No. 2016-236 appointing Patricia Mehan to the Senior Commission. Motion carried unanimously, 5/0.
