APPROVAL OF MINUTES:
Minutes of the Regular Meeting held October 25, 2016.
Minutes of the Regular Meeting held November 8, 2016.
Minutes of the Regular Meeting held November 29, 2016.
Motion by Mayor Pro Tenn Wood, seconded by Council Member Schumacher, to approve the
minutes as presented. Motion carried unanimously, 5/0.
Council concurred to consider Item No.16 prior to approval of the Consent Calendar.
ORDINANCE FOR ADOPTION:
16. ADOPTION OF AN ORDINANCE AMENDING TITLE 10, CHAPTER 10.44, SECTION 680 OF THE
CARLSBAD MUNICIPAL CODE TO REDUCE THE LENGTH OF THE 40 MILE PER HOUR SPEED
ZONE ON BLACK RAIL ROAD —Adoption of Ordinance No.CS-310 amending Title 10, Chapter
10.44, Section 680 of the Carlsbad Municipal Code to reduce the length of the 40 mile per
hour speed zone on Black Rail Road that currently extends from Sapphire Drive to Aviara
Parkway to include only the area from Poinsettia Lane to Aviara Parkway.(Staff contact:

City Attorney Celia Brewer titled the Ordinance.
ACTION:Motion by Mayor Pro Tern Wood, seconded by Council Member Schumacher, to
introduce Ordinance No.CS-310.Motion carried unanimously, 5/0.
CONSENT CALENDAR:
ACTION:Motion by Mayor Pro Tern Wood,seconded by Council Member Schumacher,to
approve Consent Calendar Item Nos.1 through 15.Motion carried unanimously, 5/0.
1.REVISING PART-TIME SALARY SCHEDULE FOR EMPLOYEES BELOW MINIMUM WAGE —
Adoption of Resolution No.2016-237 adopting revisions to the City of Carlsbad Part-Time
Salary Schedule and approving pay increases for Part-Time Employees who are below
minimum wage. (Staff contact:Julie Clark, Human Resources)

2.2017-2021 PRESERVE MANAGEMENT PLAN AND PROFESSIONAL SERVICES AGREEMENT —
Adoption of Resolution No.2016-238 approving the City of Carlsbad 2017-2021 Preserve
Management Plan;and,Adoption of Resolution No.2016-239 authorizing a Professional
Services Agreement with the Center for Natural Lands Management for guiding the
management, maintenance and monitoring of the City-owned Open Space Preserves in an
amount not to exceed $199,056 per year.(Staff contact:Kyle Lancaster,Parks and

3.CITY HALL ROOF REPLACEMENT AND HVAC SYSTEM REFURBISHMENT (PROJECT NO. 4718)—
Adoption of Resolution No. 2016-240 approving the plans and specifications for the City Hall
Roof Replacement and HVAC System Refurbishment,and authorizing the City Clerk to

4.CHANGES TO CCEA EMPLOYEES' SALARY SCHEDULE —Adoption of Resolution No. 2016-241
approving changes to the Salary Schedule for employees represented by the Carlsbad City
Employees' Association (CCEA) and approving a side letter between the City of Carlsbad and

5.CHANGES TO THREE EXISTING JOB CLASSIFICATIONS —Adoption of Resolution No. 2016-242
changing three existing job classifications and adopting the updated salary schedule for

6.ANNUAL FINANCIAL INFORMATION REPORT ON CAPITAL PROJECT FUNDS AND SPECIAL
TAXES —Adoption of Resolution No.2016-243 accepting the Annual Financial Information
Report on Capital Project Funds and Special Taxes pursuant to California Government Code
Sections 50075, 66001 and 66006. (Staff contact:Roxanne Muhlmeister, Finance)
7.PURCHASE OF UNMETERED ELECTRICAL ENERGY FROM SDG&E —Adoption of Resolution No.
2016-244 authorizing the Public Works Director to execute an agreement for the purchase of
unmetered electrical energy from San Diego Gas &Electric (SDG&E).(Staff contact:Fred

8.WORKERS'COMPENSATION CLAIM SETTLEMENT FOR AIMEE BLANCHARD —Adoption of
Resolution No. 2016-245 authorizing the settlement of the Workers' Compensation Claim of

9.WORKERS'COMPENSATION CLAIM SETTLEMENT FOR GREGORY FRIED —Adoption of
Resolution No. 2016-246 authorizing the settlement of the Workers' Compensation Claim of

10. WORKERS'COMPENSATION CLAIM SETTLEMENT FOR DEBRA HICKEY —Adoption of
Resolution No. 2016-247 authorizing the settlement of the Workers' Compensation Claim of

12.EMERGENCY COASTAL DEVELOPMENT PERMIT -GOETZ-PERELL SEA CAVE (PROJECT NO.
CDP2016-0001)—Receive a report regarding Emergency Coastal Development Permit CDP
2016-0001 related to the Goetz-Perell Sea Cave temporary repairs located at 5323 and 5327

13. AMENDMENT TO CONTRACT WITH APEX SYSTEMS, INC —Adoption of Resolution No. 2016-
249 authorizing the execution of Amendment No.2 to extend and amend the agreement for
IT staffing services,in an amount not to exceed $140,000,with Apex Systems,Inc.(Staff

14. LOCAL APPOINTMENTS LIST FOR 2017 —Receive and file Boards,Commissions and

15. CERTIFICATION OF NOVEMBER 8, 2016 GENERAL MUNICIPAL ELECTION RESULTS —Adoption
of Resolution No.2016-250 reciting the fact of the General Municipal Election held on
November 8,2016, declaring the results and such other matters as provided by law. (Staff

Lorraine Wood expressed her appreciation for the staff and residents of Carlsbad and the
opportunity she had to serve the community as the City Clerk and Council Member.
Council Member Blackburn and Mayor Hall expressed their appreciation for the work Lorraine
performed as part of the City Council.

Mayor Hall declared a recess at 6:09 p.m.
Mayor Hall reconvened the Council Meeting at 6:15 p.m. with Council Members Keith Blackburn,
Michael Schumacher and Mark Packard present.
**OATH OF OFFICE ADMINISTRED BY THE CITY CLERK TO THE NEWLY ELECTED OFFICIALS**
City Clerk Barbara Engleson administered the oath of office to re-elected Council Member Keith
Blackburn and newly elected Council Member Cori Schumacher.
All Council Members returned to the dais for the remainder of the Council Meeting.

PUBLIC COMMENT:
Teresa Barnes encouraged the Council to increase hearing impairment awareness.She requested
that the Council present a Proclamation at a later date in recognition of Hearing Impairment
Awareness month.
Fred Briggs expressed his appreciation to Lorraine Wood for her years of service to the City of
Carlsbad and welcomed Cori Schumacher to the City Council.
Julie Ajdour expressed concerns relating to the timing of the resurfacing of the soccer fields at
Pine Avenue Park.
Rachel Brenda Mandel encouraged the Council to consider establishing a Garden of Harmonyfor
Camp Pendleton widows and mothers.

DEPARTMENTAL AND CITY MANAGER REPORT:None.
COUNCIL REPORTS AND COMMENTS:
Council Member Mark Packard expressed his appreciation for Lorraine Wood's service to the
community and to the residents of Carlsbad for approving Measure 0.
Council Member Cori Schumacher thanked her supporters throughout the election.She also
thanked Lorraine Wood for her service.
Council Member Michael Schumacher stated that Lorraine Wood left the city better than she
found it.
Mayor Matt Hall welcomed Council Member Cori Schumacher to the Council.
