Hall,K.Blackburn, M. Schumacher,C.Schumacher, M. Packard. DEPARTMENTAL AND CITY MANAGER REPORTS: 1.2017 CITY COUNCIL GOALS WORKSHOP Receive a status report on the 2016 City Council Goals, discuss City Council goals and priorities for the coming year, and direct staff to prepare a resolution affirming the 2017 City Council Goals. Opening comments were made by Mayor Hall,Council Members Cori Schumacher,Michael Schumacher, Keith Blackburn and Mark Packard. City Manager Kevin Crawford clarified with the council that the purpose of today's meeting is to get an update from staff on the status of the goals established in February 2016 and to schedule a Saturday meeting to allow for further community input before finalizing the council's goals for 2017.A brief discussion confirmed that the Council will continue their decision to finalize 2017 goals in order to set a public meeting.Council Member Michael Schumacher recommended that next year the citizen engagement is complete prior to the 2018 goal setting meeting so that a final decision can be accomplished at the goal setting meeting. ACTION:On a motion by Mayor Hall, seconded by Mayor Pro Tern Blackburn the motion passed unanimously. City Manager Kevin Crawford provided a description of how the Council goals are established and the timeline for which the different goals may be completed.Mr.Crawford explained that between 85 —95 percent of staff time is dedicated to the daily operations/services performed at a very high level.Therefore, goals are only a part of much larger body of work to provide the city with optimal service. PUBLIC COMMENT ON AGENDA ITEM: Liz Myers-Chamerlin, Geri Ingram, Robin Hansen, Nike McMahon, James Wang, spoke in favor of alternative, sustainable energy and "Community Choice Energy"(CCE). De'Ann Weimer spoke on behalf of the "Citizens for North County"(CNC)in support of open space development the creation of an ethics commission. February 21, 2017 Carlsbad City Council Special Meeting Page 2 Linda Breen spoke in favor of trail development at the Agua Hedionda Lagoon and traffic mitigation. Paige Decino spoke on behalf of "Preserve Calavera"requested the city consider creating an environmental advisory committee and reconsider the decision to proceed with a new "peaker" power plant to replace the Encina Power Plant. Arnie Cohen spoke in favor of keeping a keen perspective on the interrelatedness of the council goals and to avoid "silo" thinking. Fred Briggs encouraged preservation of Carlsbad's seven miles of mostly undeveloped beaches/coastline with emphasis on improving facilities such as public restrooms, handicapped access, and parking. Kasey Cinciarelli spoke in favor of ground water development and CCE. Brian Flock spoke in favor of the use of modern geographical tools for citizens to access specific information available in accordance with the "Freedom of Information Act"(FOIA). Mayor Hall and the City Council Members responded to public comment. RECESS: Mayor Hall declared a recess at 10:02 a.m. Mayor Hall reconvened the meeting at 10:12 a.m. with all Council Members present. Assistant to the City Manager Jason Haber reviewed the day's agenda and introduced the 2017 City Council Workshop Goals PowerPoint (copy on file in the Office of the City Clerk). Trudy Sopp, with The Centre for Organizational Effectiveness, moderated this meeting. Transportation Manager Craig Williams provided a review of the first goal:To become a leader in multimodal transportation systems and creative approaches to moving people and goods through and within Carlsbad with emphasis on: •Traffic signal effectiveness •Multimodal mobility improvements. •Improving connections to transit and transit alternatives •Partnering to improve transportation options. •Lead efforts to decrease "vehicle miles traveled" (VMT, thereby decreasing greenhouse gas emissions) February 21, 2017 Carlsbad City Council Special Meeting Page 3 Real Estate Manager Curtis Jackson provided a review of the second goal: Plan for a new City Hall that will meet the future workplace and operational needs of the city and the community, including: •Determine future space needs for city staff and community meeting space. •City Hall funding analysis. •Evaluate potential City Hall locations. Housing and Neighborhood Services Director Debbie Fountain provided a review of the third goal: Promote education to increase civic engagement and attract and retain talent in Carlsbad, detailing the following: •Higher education. •Emerging Leader Program (Carlsbad Student Leader Academy). •Lifelong learning programs developed in conjunction with the library staff. Assistant City Manager Gary Barberio provided a review of the fourth goal: Enhance Carlsbad's coastline to ensure an exceptional experience in all the ways people want to enjoy it, including: •Improving beach access and amenities, specifically the Ocean Street beach access project. •Improve the safety and usability for all along Carlsbad Boulevard, specifically the Terramar and Tamarack area coastal improvement projects. •Creating the vision for coastal enhancements from Terramar to the southern Carlsbad border, specifically the "Coastal Corridor Vision." •Expansion of city-state partnership for the management of state owned beaches to enhance facilities and services. Mayor Hall excused himself from the room at 11:31 a.m. while discussion continued on the next three items due to a potential conflict of interest. Assistant to the City Manager Jason Haber returned with a review of the fifth goal: Lower the railroad tracks in a trench through the Village to improve safety, community connectivity, quality of life and economic value. •A preliminary technical and economic analysis detailing three options was presented for the At-grade option. The Short Trench option and the Long Trench option. •Collaborate with local, regional, state and federal stakeholders to advance project and to develop funding strategy. Community & Economic Development Manager Christie Marcella provided a review of the final goal: Enhance the health and vitality of the Village and Barrio, two neighborhoods that represent the historic heart of Carlsbad. •Improve Roadways in the Village and Barrio for public use by all. •Address current and future parking needs in the Village and Barrio. •Increase safety, security and quality of life in the Village and Barrio. •Optimize city-owned properties and activate the public right-of-way. •Implement Village and Barrio enhancements. February 21, 2017 Carlsbad City Council Special Meeting Page 4 Mayor Hall returned to the meeting at 11:57 a.m. ACTION:On a motion by Mayor Hall to extend the meeting beyond the 12:00 P.M. timeline, seconded by Council Member Cori Schumacher, the council voted 4-1 to extend the meeting with Council Member Blackburn opposed.
