Hall,K.Blackburn, M. Schumacher,C.Schumacher, M. Packard. DEPARTMENTAL AND CITY MANAGER REPORT: 1.2017 CITY COUNCIL GOALS WORKSHOP II Receive public comment on the 2017 City Council Goals and priorities.(Staff contact:Jason Haber, City Manager's Department) Assistant to the City Manager Jason Haber gave a brief overview of the staff report and the process that will be followed to determine and provide direction to staff for the 2017 City Council Goals and priorities. PUBLIC COMMENT ON AGENDA ITEM: Kristine Wright encouraged the Council to consider the quality of life in Carlsbad.She also suggested that careful consideration be given to the future development of the Village and Barrio.She suggested establishing an advisory board comprised of Village and Barrio residents to determine what is best for the Village area. Pat Amador expressed concerns relating to the development of the Village and Barrio area. Gary Nessim encouraged the Council to carefully consider where a potential new Civic Center will be constructed.He suggested leaving the Civic Center at 1200 Carlsbad Village Drive. Natalie Shapiro suggested the following goals be worked on in the coming year:Open Space; Community Choice Energy; Hub Park & Trails Plan; Lifeguards on Beaches. Fred Briggs advocated for efforts to enhance Carlsbad's coastline. Brian Flock spoke in favor of more park areas for children.He also spoke in support of a new Civic Center and mentioned that he would be in favor of a centralized location.In closing,he stated that he would like to see better data sharing for projects going on in the City. Bridget Wright expressed concerns relating to public safety at north Carlsbad beach.She spoke in favor of having lifeguards at that location. Scott Engle spoke in favor of establishing trails near the lagoon and Hub Park. March 18, 2017 Carlsbad City Council Special Meeting Page 2 Linda Schlessinger spoke in support of a moratorium on development in the Village until the Village and Barrio Master Plan can be completed.She also encouraged more design guidelines for the Village. Michael Schertzer spoke in favor of lifeguards for the Carlsbad north beach area.He also expressed concerns about the stability of the bluffs near the power plant.In closing,he suggested closing State Street to parking for safety reasons. Hope Nelson suggested the establishment of a moratorium on development in the Village area until the completion of the Village & Barrio Master Plan. Carol Scurloch suggested that an advisory board be formed to review upcoming projects prior to renderings being presented at Planning Commission and Council.
