Christie Marcella gave a presentation along with Linda Kurokawa and Christine Jensen from
MiraCosta College (on file in the Office of the City Clerk).
In response to Council Member Packard, Ms. Kurokawa confirmed that over 1,000 students
went through TCI in the last year. Additionally, Ms. Jensen stated that there are performance
requirements to show student's progress under the grants.
In response to Council Member M. Schumacher, Ms. Jensen stated that the students can
move into Pell grants or other types of financial aid and she is working on obtaining other
grants to help the students.
Ms. Kurokawa thanked the city for offering their building at a much reduced rate.
Mayor Pro Tern Blackburn asked how long it would take to obtain an engineering certificate.
Ms. Jensen stated that they offer 600 hours of engineer technician training in four months
which would typically take 18 months to two years.
Christine Jensen from MiraCosta College read a student's Jetter who was not able to attend
the meeting regarding his appreciation and experience with a MiraCosta course.
Brenda Baxter spoke about her experience taking the machinist and engineering technician
programs and is using the skills learned at her current job for a small company in Oceanside.
Scott Hannum, a manager at ViaSat, spoke about getting involved with MiraCosta in order to
help staff his company. He also stated that he teaches a course at the college.
In response to Council Member Packard, Mr. Hannum spoke about how he has helped
develop the program by sitting on the review board for the engineering technician program
which meets on a regular basis. He stated that he also helped designed the electronic
assembly class in order to teach what he needed in students for his company.
Council Member C. Schumacher thanked staff for the presentation and asked about capacity
of enrollment. Ms. Jensen stated that they are almost at capacity for the engineering
technician course and are climbing to capacity for the machinist course which is currently
only 15 students each due to the size of the labs.
ACTION: Council received the presentation.
2. PUBLIC SAFETY COMMAND VEHICLE -Consider adoption of Resolution No. 2017-084 to
purchase a public safety mobile command vehicle from Lynch Display Vehicles (LDVUSA) in
an amount not to exceed $708,839 plus applicable sales tax and licensing fees using police
contingency funds. (Staff contact: David Harrison, Public Safety)

Emergency Preparedness Coordinator David Harrison, Fire Chief Mike Davis and Police Chief
Neil Gallucci presented the report and reviewed a PowerPoint presentation (on file in the
Office of the City Clerk).
In response to Mayor Hall's request to describe 11fully reimbursable," Chief Davis stated that
once a fire is active they must apply for a Fire Management Assistance Grant (FMAG).
Coordinator Harrison also stated that disaster recovery reimbursement is a phased process,
and had we not received FMAG assistance for the Poinsettia Fire, there would have been a
secondary source for assistance from the California Disaster Assistance Act.
In response to Council Member M. Schumacher, Chief Gallucci confirmed that there is an
opportunity to use the old mobile command vehicle by the Senior Volunteer Patrol or CERT
volunteers.
In response to Council Member C. Schumacher, Chief Gallucci described the differences
between the old and new command vehicles specifically related to tech and stated that the
old vehicle cannot be retrofitted for current needs and the new one will be upgradable in
perpetuity.
Council Member Packard asked for clarity regarding the value of keeping the old vehicle.
Chief Davis responded that it can be used as a rehab unit for volunteers but not used as a
secondary command vehicle.
Mayor Hall asked City Manager Crawford if this staff report is only for purchase of a new
vehicle and not repurposing the old one. City Manager Crawford confirmed the report is for
purchase of a new vehicle.
Council Member Packard stated staff has made a good argument for the new vehicle and he
supports staff's recommendation.
Council Members C. Schumacher and M. Schumacher will be supporting staff's
recommendation.
Mayor Pro Tern Blackburn thanked staff for taking the time to get the project done right.
ACTION: Motion by Mayor Pro Tern K. Blackburn, seconded by Council Member M.
Schumacher, to adopt Resolution No. 2017-084. Motion carried, 5/0.
3. PILOT PROGRAM TO ESTABLISH TWO PROVISIONAL POLICE RANGER POSITIONS AND
AUTHORIZE PURCHASE OF VEHICLE AND MOBILE DATA COMPUTER-Consider adoption of
Resolution No. 2017-085 to approve a pilot program establishing two police ranger positions,
authorize the City Manager to execute an MOU with SANDAG to accept a grant from SANDAG
in the amount of $98,280, and approve the appropriation of an amount not to exceed

$65,000 from asset forfeiture funds to purchase a ranger vehicle and computer. (Staff

City Manager's Recommendation: Adopt the resolution.
Police Chief Neil Gallucci and Captain Mickey Williams presented the report and reviewed a
PowerPoint presentation (on file in the Office of the City Clerk).
Mayor Pro Tern Blackburn thanked staff for recognizing the importance of protecting open
space.
Council Member C. Schumacher agreed and stated she was glad to see this program move
forward.
Council Member M. Schumacher echoed his colleague's comments.
ACTION: Motion by Mayor Pro Tern K. Blackburn, seconded by Council Member M.
Schumacher, to adopt Resolution No. 2017-085. Motion carried, 5/0.
4. 2017 UPDATE ON RECENT ACTIVITY WITH THE ARTS AND CULTURE PLAN PROCESS-Discuss
and provide comment to inform continuing staff efforts on the Arts & Culture Plan. (Staff
contact: Richard Schultz, Library & Cultural Arts)
City Manager's Recommendation: Receive the update.
Cultural Arts Manager Richard Schultz, and Library & Cultural Arts Director Heather Pizzuto
presented the report and reviewed a PowerPoint presentation (on file in the Office ofthe City
Clerk).
Council Member C. Schumacher thanked staff for the presentation and stated she likes the
idea of creative place making. She asked if the survey would have a place for residents to
free form fill in their thoughts. In response, Lynn Osgood of GO Collaborative explained the
surveys are being formed and will be allowing answers to broad questions and feedback.
Mayor Pro Tern Blackburn thanked staff and stated he is glad the city is getting public input.
Council Member M. Schumacher stated having more art is good for the community.
Council Member C. Schumacher stated she would like to see art integrated more in the Village
& Barrio Master Plan and include the Historic Preservation Commission for their history.
Council Member Packard spoke in support of a good cross section of the community
representation. Ms. Osgood responded that they will structure the community meetings to
include everyone, including kids.
