CALL TO ORDER:6:00 p.m.

PLEDGE OF ALLEGIANCE:Mayor Pro Tern Keith Blackburn led the Pledge of Allegiance.
PUBLIC COMMENT:
Luis Valdivia invited the public to attend the San Diego County Fair. He announced the fair runs
Friday, June 2, 2017 through July 4, 2017.
Timmy Livingston spoke in opposition of building a dog park at Poinsettia Park and suggested
other locations.
Jacob Dougherty also spoke in opposition of building a dog park at Poinsettia Park.
PUBLIC REPORT OF ACTION TAKEN IN CLOSED SESSION:
City Attorney Celia Brewer announced there was no reportable action.
City Attorney Celia Brewer clarified information broadcast by the media stating that three North
County cities would be considering maps tonight, Vista, Oceanside and Carlsbad.She explained
that the City of Carlsbad has not yet drawn maps and that tonight's meeting would be to take in
public comment regarding map drawing criteria.
PUBLIC HEARING:
1.PUBLIC HEARING REGARDING COMPOSITION OF CITY'S VOTING DISTRICTS
That the City Council hold a Public Hearing,receive public comment regarding the
composition and boundaries of the City's yet to be formed voting districts and adopt
Resolution No.2017-097 setting forth legal criteria for drawing the districts.(Staff
contact:Celia Brewer, City Attorney)
City Manager's Recommendation: Take public input, close the public hearing, and adopt
the resolution.
City Attorney Celia Brewer gave a brief overview of the report and introduced John Ramirez
of Rutan and Tucker and National Demographic Corporation (NDC)Demographer Douglas
Johnson to present the staff report and review a PowerPoint presentation (on file in the Office
of the City Clerk).

Mayor Hall opened the duly noticed Public Hearing at 6:25 p.m.
Linda Breen asked that the location of the incumbent's residence not be considered when
drawing the district maps.
Carl Pope questioned what the residency requirement are for candidates living in the district.
Vickey Syage asked if the City would redistrict with every census.She also requested that the
City remain non-partisan and that the incumbent's residency location not be considered when
drawing the maps.
Barbara Hamilton encouraged the Council to consider old Carlsbad as a community of interest.
Fred asked who initiated the lawsuit and asked if some of the literature available could be
clearer.
Laura Drelleshak asked if there would be four or five districts.She also asked who would be
the person to review whatever is submitted by the public on the interactive map tool.
William Pierce asked if there would be a Mayor at-Large elected.
Arnie Cohen stated that this process is an excellent wayfor the City to come together.
Stacy Caine asked how the City Manager's role would be impacted by shifting to district
elections.
Judy Caine asked what type of support would be providedfor those who wish to submit maps
but are not familiar with the map drawing software.
Mario Monroy asked how the City will handle the airport and business areas that do not have
many residents residing in those locations.
Mayor Hall closed the duly noticed Public Hearing at 6:44 p.m.
In response to the concerns raised during public comment,John Ramirez provided the
following responses:
•In drawing the local districts, incumbency should not be a predominant factor but can be
a factor.
•In addressing the population balance after every census, subject to Federal Law, the City
will have to take a look at whether or not lines have to be redrawn.
•Per the direction of the City Attorney's office, maps will be presented for the four district
and five district scenarios.
•Districting will not alter the managerial form of government.

Although the online map tool will be available on the City's website,Douglas Johnson
confirmed that the maps will be accepted in any way that they are submitted. There is a one-
page version of the kit that can be used and will be available in the Office of the City Clerk.
When submitted, if the maps are not population balanced, the individuals that submitted the
map will be contacted with the option of correcting it. Mr. Johnson stated that NDC will be
responsible for reviewing all of the information and maps submitted.
Mr.Ramirez explained that residency as a result of district elections require that anyone
wishing to run for Council in a certain district must be a resident of that district both,in a
physical presence, in the form of a renter or a home owner,as well as being registered to
vote in that district.
In response to Council Member Michael Schumacher, Mr. Johnson stated that the interactive
map has a lot of data on it that does not include other boundaries such as zip codes, school
districts,water districts,etc.but it is something that they can provide if a request is
submitted.
In response to Council Member Cori Schumacher's concern of not too many people in the
airport and business areas, Mr. Johnson explained that for every community of interest there
needs to be a choice as to how many council members are to represent that area.
In response to Mayor Pro Tern Keith Blackburn's request,Mr. Johnson confirmed that the
mapping tool will contain an overlay feature that users can turn on and off to indicate the
four different school districts.
At the request of Mayor Hall, City Attorney Brewer reviewed the timeline between the first
meeting and the last meeting scheduled for July 25, 2017.
Council Member Cori Schumacher expressed concerns with the timeline and asked if there
was a possibility of holding informal workshops for people to be walked through the process.
In response to Council Member Cori Schumacher,Mr. Johnson explained that the online
mapping tool is not available in Spanish but that the participation kits will be.
Council Member C.Schumacher requested that two more informal workshops take place
prior to the maps being drawn; she suggested that one workshop take place in the north part
of the City and one in the south part of the City.
City Attorney Brewer advised that staff will work on conducting the additional workshops and
requested that there be flexibility on selecting dates due to the short time frame.
Council Member C.Schumacher requested that an additional workshop be held to review the
maps after they are drawn.
City Manager Kevin Crawford asked for a motion with some specificity as to what the
expectations are from staff when meetings are added to the events already scheduled.

Motion by Council Member C.Schumacher, seconded by Mayor Pro Tern K.Blackburn to add
two additional meetings to the proposed schedule prior to the draft maps being drafted; one
to be held in the north and the other meeting in the south.If time permits,an additional
meeting should be held after the draft maps are drawn. Motion carried unanimously, 5/0.
ACTION:Motion by Mayor Pro Tern K.Blackburn,seconded by Council Member M.
Schumacher, to adopt Resolution No. 2017-097. Motion carried unanimously, 5/0.

Mary Anne Viney thanked the City Council, City Manager and Stafffor holding a meeting with
Non-Toxic Carlsbad to discuss changes.
