APPROVAL OF MINUTES:
Minutes of the Regular Meeting held May 16, 2017.
Minutes of the Special Meeting held June 13, 2017.
Motion by Mayor Pro Tern K. Blackburn, seconded by Council Member M. Schumacher, to
approve the minutes as presented. Motion carried unanimously, 5/0.
PRESENTATION:
Presentation of proclamation in recognition of Parks & Recreation Month.
Council Member M. Schumacher presented a proclamation in recognition of Parks & Recreation
Month to Commissioner Matt Simons.
Recognition of donation from Carlsbad Friends of the Arts.
Cultural Arts Manager Richard Schultz thanked Council for their support of the arts and
introduced President of Friends of the Arts Brenda Beckett who thanked Council and presented
a check for $25,000 for the upcoming Arts in the Park and City concerts.
PUBLIC REPORT OF ACTION TAKEN IN CLOSED SESSION:
City Attorney Celia Brewer announced there was no reportable action.
CONSENT CALENDAR:
Item No. 9 was pulled for discussion.
ACTION: Motion by Mayor Pro Tern K. Blackburn, seconded by Council Member M.
Schumacher, to approve Consent Calendar Item Nos. 1-8. Motion carried unanimously, 5/0.
1. REPORT ON CITY INVESTMENTS -Accepted report on City Investments as of May 31, 2017.

2. ACCEPTANCE OF DONATION FROM THE CARLSBAD FRIENDS OF THE ARTS -Adoption of
Resolution No. 2017-118 accepting a $25,000 donation from the Carlsbad Friends ofthe Arts
in support of the FY 2017-18 cultural arts programs and the 2017 TGIF Concerts in the Parks

3. ANNUAL REPORT OF THE CARLSBAD GOLF LODGING BUSINESS IMPROVEMENT DISTRICT -
Adoption of Resolution No. 2018-119 approving the Carlsbad Golf Lodging Business
Improvement District (CGLBID) Annual Report, and continuing the CGLBID programs and
assessments for Fiscal Year 2017-18. (Staff contact: Cheryl Gerhardt, Administrative Services)
4. ANNUAL REPORT OF THE CARLSBAD TOURISM BUSINESS IMPROVEMENT DISTRICT -
Adoption of Resolution No. 2017-120 approving the Carlsbad Tourism Business Improvement
District (CTBID) Annual Report, and continuing the CTBID programs and assessments for Fiscal

5. ADVERTISE FOR BIDS FOR THE LA COSTA AVENUE STORM DRAIN REPLACEMENT-Adoption
of Resolution No. 2017-121 approving the plans and specifications and authorizing the City
Clerk to advertise for bids for the La Costa Avenue Storm Drain Replacement (La Coruna
Place), Project No. 6602. (Staff contact: Daniel Zimny, Public Works)
6. FISCAL YEAR 2017-18 SPECIAL TAX FOR COMMUNITY FACILITIES DISTRICT NO. 1-Adoption
of Resolution No. 2017-122 establishing the Fiscal Year 2017-18 Special Taxes for Community
Facilities District No. 1. (Staff contact: Aaron Beanan, Administrative Services)
7. ACCEPTANCE OF STATE HOMELAND SECURITY GRANT PROGRAM FUNDS -Adoption of
Resolution No. 2017-123 accepting and appropriating funds in the amount of $84,818 for
emergency management planning through the Fiscal Year 2016 State Homeland Security
Grant Program. (Staff contact: David Harrison, Fire Department)
8. REVISIONS TO COUNCIL POLICY NO. 2 TRAVEL POLICY-Adoption of Resolution No. 2017-124
approving revisions to City Council Policy No. 2 -Travel Policy. (Staff contact: Aaron Beanan,

9. CHANGES TO SALARY SCHEDULES FOR MANAGEMENT AND PART-TIME EMPLOYEES -
Adoption of Resolution No. 2017-125 adopting revisions to the City of Carlsbad Management
Salary Schedule, adopting revisions to the City of Carlsbad Part-Time Salary Schedule and
approving pay increases for part-time employees who are below the new minimum rates.

Council Member M. Schumacher pulled this item to bring attention to the shift in
compensation for city employees in order to keep the city's talent from the competition.
Mayor Pro Tern Blackburn explained that this increase is to raise City employees' pay to the
top third in the County.
Council Member C. Schumacher stated her appreciation that the City is bringing internal
equity to the shift in compensation philosophy.

Council Member M. Packard stated that tonight's action was to compensate management
and part-time employees.
Mayor Hall recognized City Manager Kevin Crawford's hard work and leadership behind this
item.
ACTION: Motion by Council Member M. Schumacher, seconded by Mayor Pro Tern Blackburn
to approve Consent Calendar Item No. 9. Motion carried unanimously, 5/0.
ORDINANCES FOR INTRODUCTION:
10. AMENDING CARLSBAD MUNICIPAL CODE BY ADDING SECTION 1.08.030 AUTHORIZING
CARLSBAD POLICE RANGERS TO ISSUE NOTICES TO APPEAR -Introduce Ordinance No. CS-
320 authorizing Carlsbad Police Rangers to issue Notices to Appear for misdemeanor and
infraction violations of the Carlsbad Municipal Code and the animal control provisions of the
San Diego County Code, as adopted by Section 7.08.010, subd. B of the Carlsbad Municipal
Code. (Staff contact: Cindy Anderson, Police Department)
City Manager's Recommendation: Introduce the Ordinances by title only and schedule the
public hearing for June 27, 2017.
ACTION: Motion by Mayor Pro Tern Blackburn, seconded by Council Member M. Schumacher,
to introduce Ordinance No. CS-320. Motion carried unanimously, 5/0.
11. AMENDING CARLSBAD MUNICIPAL CODE CHAPTER 3.38 AND APPOINTING ONE MEMBER TO
THE CARLSBAD GOLF LODGING BUSINESS IMPROVEMENT DISTRICT ADVISORY BOARD -
Introduce Ordinance No. CS-321 amending Carlsbad Municipal Code Chapter 3.38 by adding
Section 3.38.095 Opting Out of the Carlsbad Golf Lodging Business Improvement District and
adopt Resolution No. 2017-126 appointing one member to the Carlsbad Golf Lodging
Business Improvement District Advisory Board. (Staff contact: Cheryl Gerhardt,
Administrative Services)
ACTION: Motion by Mayor Pro Tern Blackburn, seconded by Council Member M. Schumacher,
to introduce Ordinance No. CS-321, and adopt Resolution No. 2017-126 appointing Gary Sims
to the Carlsbad Golf Lodging Business Improvement District Advisory Board. Motion carried
unanimously, 5/0.
ORDINANCES FOR ADOPTION: None.
PUBLIC COMMENT:
New Village Arts (NVA} performed a song. Scott White spoke about NVA's outreach program and
Mark Coulombe thanked the City for valuing the arts.

Carlsbad Lancer Dancers thanked the city for awarding them the Winning Teams Grant and
announced that they are National Champions in the hip-hop category and 3rd in the jazz category.
Chris Lopez spoke about Carlsbad Break Baseball. The team will be seeking assistance through
the Winning Teams Grant in order to go to Cooperstown, NY.
Student Jake Householder spoke about the number of skate parks in Carlsbad vs. Oceanside and
requested more safe places to skate.
Seena Trigas thanked Council for voting for four districts and an at-large Mayor. She also spoke
in favor of Citizens Choice Energy.
Chad Chiniquy spoke in opposition to the City's plans to turn the grassy bowl in Poinsettia Park
into a dog park.
Student Mateo Chiniquy also spoke in opposition to the dog park because of impacts to his
brother's allergies to dogs.
Fred Sandquist, President of the Batiquitos Lagoon Foundation, spoke on behalf of the Board
regarding the delayed dredge of the lagoon.
PUBLIC HEARING:
12. ADOPTION OF 2016 BUILDING, FIRE & RELATED CALIFORNIA CODES FOR CONSTRUCTION -
Adopt Ordinance No. CS-318 repealing existing Chapter 17.04 of the Carlsbad Municipal Code,
and adopting a new Chapter 17.04, Fire Prevention Code based on the California Fire Code;
and Adopt Ordinance No. CS-319 amending Carlsbad Municipal Code, Title 18, Chapter 18.04
(Building Code); Chapter 18.08 (Mechanical Code); Chapter 18.12 (Electrical Code); Chapter
18.16 (Plumbing Code); Chapter 18.18 (Solar Energy Code); Chapter 18.20 (Residential Code);
Chapter 18.21 (Green Building Standards Code); and Chapter 18.30 (Energy Conservation
Regulations). (Staff contact: Randy Metz, Fire Department and Mike Peterson, Community
& Economic Development)
City Manager's Recommendation: Take public input, close the public hearing and adopt the
Ordinances.
Mike Peterson, Building and Code Enforcement Manager, and Randy Metz, Fire Marshal,
presented a PowerPoint presentation (on file in the Office of the City Clerk).

ACTION: Motion by Mayor Pro Tern Blackburn, seconded by Council Member M. Schumacher,
to adopt Ordinance Nos. CS-318 and CS-319. Motion carried unanimously, 5/0.
DEPARTMENTAL AND CITY MANAGER REPORT:
13. BEACH PRESERVATION COMMITTEE APPOINTMENTS -Adoption of Resolution No. 2017-127
appointing two members to the Beach Preservation Committee. (Staff contact: Tammy
McMinn, City Clerk Department)
City Manager's Recommendation: Adopt the resolution.
Mayor Hall proposed appointing Greg Lang and Sherman McEachern to the Beach Preservation
Committee.
ACTION: Motion by Mayor Hall, seconded by Council Member M. Packard, to adopt
Resolution No. 2017-127 appointing Greg Lang and Sherman McEachern to the Beach
Preservation Committee. Motion carried unanimously, 5/0.
14. LIBRARY BOARD OF TRUSTEES APPOINTMENTS -Adoption of Resolution No. 2017-128
appointing two members to the Library Board of Trustees. (Staff contact: Tammy McMinn,
City Clerk Department)
City Manager's Recommendation: Adopt the resolution.
Mayor Hall proposed reappointing Sandy Parsons and Beth Hulsart to the Library Board of
Trustees.
ACTION: Motion by Mayor Hall, seconded by Mayor Pro Tern Blackburn, to adopt Resolution
No. 2017-128 reappointing Sandy Parsons and Beth Hu Isa rt to the Library Board of Trustees.
Motion carried unanimously, 5/0.
