ROLL CALL: M. Hall, K. Blackburn, M. Schumacher, C. Schumacher, M. Packard.
PLEDGE OF ALLEGIANCE: Council Member Packard led the Pledge of Allegiance.
PUBLIC COMMENT: None.
PUBLIC HEARING:
1. PUBLIC HEARING REGARDING DRAFT MAPS OF THE CITY'S PROPOSED VOTING DISTRICTS
That the City Council hold a Public Hearing and receive public comment regarding the draft
maps of voting district boundaries. {Staff contact: Celia Brewer, City Attorney)
City Manager's Recommendation: Receive the report and conduct the public hearing.
City Attorney Celia Brewer gave a brief overview of the report and introduced John Ramirez
of Rutan and Tucker and National Demographic Corporation {NDC) Demographer Justin Levitt
to present the staff report and review a PowerPoint presentation (on file in the Office of the
City Clerk).
Mayor Pro Tern Blackburn confirmed that under no circumstances does transitioning to
district elections cut short any current council member's term.
Mayor Hall opened the duly noticed Public Hearing at 6:23 p.m.
Brian Flock spoke in favor of Cohen-Flock 1 map because it was designed to be a horizontal
unifying map.
Linda Schlesinger explained that the map she submitted for consideration keeps the Village
together and that she was successful in leveling the population.
Laura Drelleshak spoke in support of the Drelleshak 1 map that she submitted for
consideration. She explained her map avoids pairing incumbents as much as possible so that
voters are not disenfranchised.
Wayne Harris spoke in favor of the Hawney 1 map.
Mary Montaya spoke in favor of districting and keeping the Barrio and Village together.
Dale Kubacki spoke in support of keeping Olde Carlsbad together.

Arnie Cohen, referencing the Cohen-Flock 1 map, stated the desire was to have south Carlsbad
be involved in coastal issues and was considered when designing the map.
Kasey Cinciarelli asked if major arterials could be depicted in black on the next maps.
Mario Monroy spoke in support of the Egeland lb map and stated he liked the quadrant basis.
Seeing no one else wishing to speak, Mayor Hall closed the duly noticed Public Hearing at 6:53
p.m.
Council Member Packard asked why it is important for council members to be in different
districts if possible.
Dr. Levitt explained to ensure that districting is not used as a mechanism to remove someone
from office.
Council Member Packard spoke in favor of the horizontal map concept.
Council Member C. Schumacher stated that she wants the public to weigh in on if the
communities along the beach are considered a community of interest. She also suggested
eliminating maps that do not keep the Village and Barrio together.
Council Member M. Schumacher stated he would like a map that provides for even coastal
distribution among the districts. He stated the Coehn-Flock 1 map does that.
Mayor Pro Tern Blackburn spoke in support of horizontal drawn maps.
Mayor Hall spoke in favor of east/west drawn districts.
Council Member Packard confirmed with Dr. Levitt that NDC could create additional map
options that would allow for the Village and Barrio area to be split to have representation
from more than one District.
Dr. Levitt responded that they will want to have a slide in the next Council presentation
specifically about the Latino community, not just in the barrio, but where is it and what areas
need to be kept together legally to meet the Voting Rights Act.
Council Member C. Schumacher commented that the previously prepared Orange map
already splits the Village and gives a 12% Hispanic voting population. She also commented
that the Cohen-Flock-1 map keeps the Village together and provides a 17% Hispanic voting
population. She stated that keeping the Village and Barrio together fulfills the spirit of the
entire intent of this.
Council Member C. Schumacher also stated she would advocate strongly for the coast itself
being a community of interest.

Mayor Hall confirmed that NDC would prepare an option relating to the area in and around
the Village.
Dr. Levitt stated that they would bring back some options for discussion at the next meeting.
City Attorney Celia Brewer announced the deadline for the next map submission will be 5:00
p.m. July 3, 2017.
